The City will issue service orders for Consultant to conduct training and organizational development services on as-needed basis for supervisors and employees for the purpose of enhancing employee development, increase organizational effectiveness, and improve community outcomes.
General Description of Project for which Consultant will Provide Services. The Project at the RWF includes the rehabilitation of four (4) mesophilic digesters to operate as Temperature-Phased Anaerobic Digestion (“TPAD”) digesters, six (6) Dissolved Air Flotation Thickener (“DAFT”) tanks to operate as co-thickening units, a new primary sludge screening facility, two (2) new electrical buildings and associated electrical equipment, an external elevated gas piping system, gas flare system, and miscellaneous civil works. Construction for this project started in August 2016 with a projected substantial completion in March 2022. The objective of this Service Order No. 12 (“SO”) is for the Consultant to provide additional mesophilic and TPAD testing, startup and commissioning support services for the Project. This SO consists of the following tasks. For this project, consultant will provide on-call aviation planning services in compliance with the requirements of Section 163 of the Federal Aviation Administration (FAA) Reauthorization Act of 2018 for the Xxxxxxx Commercial Development Project. The Outfall Channel and Instrumentation Improvements Project (“Project”) includes the replacement or rehabilitation of the existing outfall xxxx boards system, rock riprap erosion protection, monitoring instrumentation and equipment, and the electrical transformer located adjacent to the sulfur dioxide building (“SO2-Building”). The Project will also improve staff access to the SO2-Building and transformer pad by raising the elevation of the existing ground around the SO2-Building and provide new lighting adjacent the existing bridge. An effluent flow meter vault and associated controls and communications panel will be installed at the Daylight Station. A fiber optic communications system will be installed between the SO2- Building, Daylight Station, and the Disinfection Building to provide improved communications and operational flexibility for these remote facilities. The construction is scheduled to begin in December 2021 with substantial completion by December 2022. The objective of the Service Order No. 2 ("SO") is for Consultant to provide professional construction management/resident engineer and electrical inspection services and coordinate, inspection, testing, start- up and commissioning services for the Project. The RWF secondary treatment process consists of two (2) separate biological nutrient removal (BNR) treatment systems, BNR1 and BNR2. Process air to BNR1 is supplied by six (6) engine driven blowers and three (3) electric driven blowers. Process air to BNR2 is supplied by five (5) electric driven blowers. The existing blowers are located throughout the RWF in three separate buildings: the Blower and Generator Building (Building 40); the Secondary Blower Building (SBB); and the Tertiary Blower Building (TBB). The work for the Blower Improvements Project (Project) includes the replacement of the internal combustion engines with electric motors. The Project also includes switchgear and motor control center modifications, instrumentation and control enhancements, mechanical modifications to the process piping, and rehabilitation of structural, architectural and civil components of the buildings. As part of the Project the four (4) SBB blowers will be decommissioned and demolished. The preliminary construction schedule estimates a substantial completion in March 2022. The objective of this Service Order No. 3 (“SO”) is to have the Consultant provide engineering services during construction, start-up, and commissioning of the Project. This SO consists of the following tasks: Task No. 1: Project Management Task No. 2: Engineering Services During Construction Task No. 3: Inspection/Start-Up and Commissioning Assistance The Consultant shall be required to coordinate with other CIP projects and use City-provided templates and CIP Design Guidelines where applicable.
General Description of Project for which Consultant will Provide Services. As part of the preparation of the Plant Master Plan (“PMP”), in 2009, the City of San Xxxx (“City”) retained the Consultant to perform a heat balance study for the San Xxxx-Santa Xxxxx Regional Wastewater Facility (“RWF”). The scope of the study included developing an interactive energy model. Subsequently, in 2012, the Consultant was tasked to prepare an Energy Management Strategic Plan (“EMSP”). The EMSP was developed to further assess the energy system of the RWF. The report provided a detailed analysis of the existing energy system, evaluated ongoing and future plans that could impact the energy system, and developed an energy management plan to meet short-term and long-term objectives of the RWF. Since 2012, a number of conditions have changed that impact the generation and consumption of energy at the RWF. These changes include: the installation of internal combustion engines instead of gas turbines for the new Cogeneration Facility; the availability and cost of landfill gas; the discontinued operation of a fuel cell; the rate of growth of RWF electricity demand; consideration of cap and trade regulations; the deferral of implementing a Fats, Oils and Grease (“FOG”) program and its associated capital improvements at the RWF; the conversion of engine driven blowers to electric motor driven blowers, and the rate of production of digester gas. Given these and other changes, it is now appropriate for the energy system to be reassessed and EMSP updated to reflect current and expected future conditions. Based on the existing two-way cycle track design concept provided by the City, the Consultant will analyze intersection operations and prepare 100% Plans, Specifications, and Engineers Cost Estimates for signal modification design for two locations: S 4th Street at Paseo De San Antonio and 4th Street at San Xxxxxx St. This project will upgrade the functionality for both bicyclists and motorists and enhance the street environment for all roadway users.
