Preliminary Design Review. 2.3.1 The Construction Manager shall actively and jointly participate with the County and the Professional in formation of the final Project design. 2.3.2 The Professional is required, in accordance with the schedule requirements, to provide preliminary design drawings. The Construction Manager shall promptly and in accordance with the schedule requirements: (i) Familiarize itself with the preliminary design drawings; (ii) Analyze and evaluate the constructability of the preliminary design drawings; (iii) Analyze and evaluate the preliminary design drawings in regard to the completeness of intended bid categories, conflicts or overlaps in the divisions of the Work, design details affecting construction, value engineering, identification of long-lead materials affecting the Construction Schedule, availability of labor and other factors affecting construction; and (iv) Estimate total project cost using the sixteen (16) division schedule of values. 2.3.3 The Construction Manager and the Professional shall jointly schedule and attend regular meetings with the County to review and evaluate the preliminary design drawings. 2.3.4 The Construction Manager shall, in accordance with schedule requirements, notify the designated Professional in writing and assist the Professional with the resolution of all problems, conflicts, defects or deficiencies identified during the review and evaluation of the preliminary design drawings. 2.3.5 Upon completion of the preliminary design drawings, the Professional is required, in accordance with the schedule requirements, to prepare and submit a preliminary estimate of Total Project Construction Cost broken down by line item into major construction disciplines and systems and prepare a Critical Path Method (CPM) Schedule from Notice to Proceed to Final Completion. 2.3.6 The Construction Manager shall, in accordance with schedule requirements, review the preliminary estimate of Total Project Construction Cost and promptly inform the County and Professional of recommended adjustments, if any.

Preliminary Design Review a. Within sixty (60) days after receipt by the Artist of Notice to Proceed issued to the Artist by the Director of DOCA, the Artist shall prepare and submit to the City detailed preliminary working drawings of the Work and the Site, together with such other graphic material as may reasonably be requested by the City in order to permit the City to carry out preliminary design review and to certify the compliance of the Work with the finally approved preliminary design of the Work. Upon request by the Artist, the City shall promptly furnish all readily available information and assistance required by the Artist in connection with said submission. However, the City does not guarantee its information, materials and assistance, and assumes no liability therefore. The Artist shall be solely responsible for designing the Work in compliance with all applicable City, State and/or Federal statutes, ordinances, and/or regulations. b. During the preliminary design review, the City may also require the Artist to make such revisions to the design as are necessary for the Work to comply with the finally approved conceptual design of the Work. c. The City may also request revisions for other practical and/or non-aesthetic reasons. d. After its receipt of the Artist’s submission(s) pursuant to this Section 1.3, the City shall notify the Artist of its approval (or disapproval) of such submission and budget and of all revisions made in the initial proposal as a result thereof. The City’s approval shall be in its sole discretion. Revisions made pursuant to this Section 1.3 become a part of the Preliminary Design. The Preliminary Design Proposal (“Proposal”) will be incorporated herein as Exhibit B.

These concepts are defined in the form of preliminary design drawings so that each member is aware of his or her individual responsibilities for overall project completion.
