Conceptual Design. 4.1 Prior to the start of work for the Conceptual Design stage, the Design Professional must receive written direction from the Owner to proceed. E‐mail format will be utilized for this authorization. 4.2 A Basis of Design Report shall be developed by the Design Professional based upon, the information gathered from the site review, the ATP requirements and the extraction of the defined space requirements and accessory spaces as per the SREF requirements, and any direction provided as a result of the Pre‐Design Review Action Plan. The Basis of Design Report will include the following information. 4.2.1 Alternative spatial relationships and site relationships are to be evaluated 4.2.1.1 Site relationships are to be further defined and illustrated by outline plans inserted onto a site plan. 4.2.1.2 Pending the Site particulars and pending the program, more than one building solution may be required. 4.2.2 Spatial adjacency and functional relationships are to be further defined and integrated and illustrated by outline plans. 4.2.2.1 Circulation and egress requirements are to be further defined and indicated on the outline plans. 4.2.3 Alternative building elevations to be provided for primary exposed façade and at a primary connection to an existing condition façade. 4.2.4 Building Section thru the primary new functions of proposed new spaces. Relationship with existing conditions shall also be presented. 4.2.5 The OEF Space Chart Form shall be updated at this time. not yet ‐ discuss 4.2.6 The Design Professional shall report as to the status of the selections of materials and discuss any changes or additions from previous discussions. 4.2.7 The Design Professional shall report as to the status of the recommended building systems and equipment and discuss any changes or additions from previous discussions. 4.2.8 The Design Professional shall report as to the status of the potential construction methods, the optional methods of project delivery and to discuss any changes or additions from previous discussions. 4.2.9 The Risk Analysis shall be updated as a result of, new discoveries and resolution of items thru the current progress.

Conceptual Design. At identified locations, an ultimate build concept should be developed that will maintain the functionality of the roadway system and channel growth towards productive purposes for all stakeholders (ODOT, local partners, developers). Locations could be at varying levels of completion in this activity, the expectation is that the consultant will work with existing partners/design firms to complete work not already scoped. Typical activities include: a. Review of existing studies/area plans and traffic forecast information. b. Generate conceptual improvement plan for 20 year design life. This involves identifying what improvements will be needed to maintain an acceptable level of service in the area given expected growth. This is a traffic need driven analysis, the expectation is to develop the improvement concept on a planning level basis, and to select a separate design entity to develop preliminary (Feasibility Study) and detailed design plans. Adequate detail to define the approximate ultimate configuration and a planning level estimate is necessary for the value capture agreement step defined below. This will allow ODOT, local partners and the developers to work towards the overall improvement, while minimizing waste on the initial site access construction. c. Phased Implementation – identify what the initial construction footprint(s) should be and identify any right of way setback width that should be dedicated for future widening (e.g. three lane opening day section vs. 5 lane in a later year once additional development is in place).

Conceptual Design. The goal of this task will be to develop a design that is approved by the CITY to develop a 50- percent design suitable for WSDOT approval at the end of July 2020. CONSULTANT will develop a conceptual design of the new sidewalk placement and curb extensions for the project limits. A horizontal alignment plan and typical roadway sections will be provided to comply with established design parameters and project goals for travel lane widths, pedestrian amenities, and intersection control and circulation. Any deviations from the parameters, goals, or design standards will be presented to and discussed with the CITY to provide clear direction for the design. CONSULTANT will prepare up to three conceptual designs for a pedestrian overlook for the project. A conceptual construction cost estimate will be developed for each design to determine the impact of the cost on the total project funding cost. The designs will be presented to the CITY for their preference at the conceptual design submittal. Develop a planning level construction cost estimate at this stage to compare against project funding. Submit conceptual design and planning level estimate to CITY for review and attend workshop. Assumption(s) • Landscape submittal will not be required. • Stormwater will not be shown with the concept. Deliverable(s) • Conceptual design sheets; electronically submitted in pdf format • Planning level construction cost estimate; electronically submitted in pdf format Subtask 7.2 50-Percent Design The 50-percent design will include the preparation of an engineering plan set that contains horizontal alignment plans and typical roadway sections based upon the approved concept design. Layout of the pedestrian overlook will be established. Temporary sediment and erosion control, demolition, and stormwater design plans will be included. Existing inlets that will be impacted by the proposed design will be removed and new inlets will be added to replace the existing. All new stormwater structures will connect into the existing stormwater drainage system. CONSULTANT will coordinate with private utilities to determine if any relocations are needed. The design will include the analysis and design of a structure to provide a pedestrian overlook adjacent to the new sidewalk. The design will incorporate retaining walls , if needed. Conceptual Design. The purpose of this phase is to develop the typical sections, set the roadway functional geometry, establish the limits of the raised median construction, determine approximate side road removal limits, and evaluate Project staging and constructability. a. Preparation and submittal of the Project Concept Statement to the Client and Iowa DOT for review and comment. Project Concept Statement to follow standard Iowa DOT requirements and show, at a minimum, Project location, Project data, purpose and need, feasible alternates, recommendations, cost estimating, programmed funds, and anticipated Project impacts. It is anticipated that the Traffic Operations and Safety Study dated August 2020 may be referenced within the Project Concept Statement. b. Professional shall prepare a conceptual opinion of probable construction costs with 20% contingency for the Project to assist the Client and Iowa DOT on required funding needs. c. Professional shall evaluate the construction staging for reconstruction of South Ankeny Boulevard with consideration of utility reconstruction, maintaining through traffic, and maintaining access to property owners and businesses. A summary of findings and recommendations will be provided to the Client and Iowa DOT for review and comment. Professional shall review the future reconstruction layout and staging of South Ankeny Boulevard to the south of XX Xxxxxxxx Drive. It is anticipated that traffic will need to shift between the northbound and southbound lanes along South Ankeny Boulevard during future reconstruction. Professional will evaluate the limits of the median construction to the south of XX Xxxxxxxx Drive. Professional will summarize the findings in a technical memorandum for the Client and Iowa DOT’s review. d. Professional shall evaluate the consolidation of existing access points for property owners and businesses to provide more efficient and safer traffic operations. A summary of findings and recommendations will be provided to the Client and Iowa DOT for review.
Conceptual Design. The Conceptual Design shall be submitted to CITY per the approved Project Schedule. Conceptual designs shall be performed for each of components 1, 2, 3 and 4 independently. The purpose of the conceptual design is for the ENGINEER to identify, develop, communicate, and recommend the design concept that successfully addresses the design problem, and to obtain the CITY’s endorsement of this concept.
