Project Outline. (1) Fourth Poverty Reduction Support Credit The loan was provided in cooperation with the World Bank's Fourth Poverty Reduction Support Credit Program, under the framework of the General Budget Support participated by 14 donors. The loan is thus expected to help boost economic growth and poverty reduction in the country. Although Tanzania has registered an average economic growth rate of 5.8% since 2001, its GNI per capita remains low at $340 (2005). In order for Tanzania to alleviate poverty, it is crucial to upgrade—both in terms of quality and quantity—agricultural and other infrastructure development, basic medical services and basic education to sustain economic growth by implementing an appropriate development policy, as well as to intensify measures narrowing economic disparities. The MKUKUTA, a poverty reduction strategy paper which was finalized by the Tanzanian government in 2005, set forth the following three clusters as development targets: (1) Growth and Reduction of Income Poverty (e.g. improving rural market access); (2) Improvement of Quality of Life and Social Well-Being (e.g. upgrading the percentage of higher education enrollment); and (3) Governance and Accountability (e.g. drawing up an anti-corruption action plan report and speeding up the litigation process). The loan will support the government's general budget to implement its policy goals laid out in the MKUKUTA. To ensure the appropriate utilization of such financial assistance, the donors who provide the general budget support also participate in policy consultations with the government of Tanzania, through monitoring and providing advice with regard to budget allocation and the policy making process. To date, Japan has made policy recommendations and provided technical assistance primarily for the agriculture and social sectors. In the implementation of MKUKUTA, which places emphasis on growth, Tanzania is now in need of expertise and know-how on ways to boost economic growth. Thus there are high expectations for JBIC to provide knowledge assistance in preparing effective and comprehensive infrastructure development policies in Tanzania, by drawing on its past experience of supporting economic growth through infrastructure development in Asia. The executing agency is the Ministry of Finance (address: P.O. Box 9111, Dar es Salaam, Tanzania; Tel: 000-00-0000000; Fax: 000-00-0000000).
Project Outline. Essentially our project proposal seeks to address structural barriers to social inclusion using strength-based methodologies, by bringing different groups into relationship with each other, in order to open up opportunities for social engagement and employment. Our intention is also to address racism through adaptive leadership training designed to give newly arrived residents the tools to challenge racism where they experience or witness it and to develop community leadership skills. The project will be multi-pronged and will comprise: Setting up personal and employment mentoring relationships between marginalized residents and volunteers to provide personal support and linkages to the broader local community, support with resume writing and interview skills development; Providing work placements with local employers in relevant industries to provide local work experience, build employment networks, obtain local references, break down cultural stereotypes and bridge social capital between jobseeker and employer groups; Job search skills training to assist with resume writing, where to look for work, developing LinkedIn profiles, writing cover letters, interview skills, Australian workplace culture, the industrial relations system and OH&S; Monthly Welcome dinners for marginalized residents, established residents, mentors, relevant industry representatives, potential employers, service providers, Council Officers and local representatives to build relationships across the community, develop linkages between jobseekers and potential employers, build employment networks, break down cultural stereotypes and bridge social capital between different groups and between marginalized residents and services; Leadership training with marginalized groups to build community leadership, advocacy skills, peer leadership skills, mentoring skills and emotional resilience. Civics education and citizenship training with migrant and refugee groups to enable participation in broader decision making and political processes and to support residents to meet citizenship requirements.

Project Outline. e Delphi Technique consists in an iterative questioning process used for reaching a common point of view regarding different aspects of the stated problem, in order to define potential lines of action12. e rounds of questions were conducted by e-mail, and were designed to meet four essential requirements inherent to the technique13. tfirstly, the rounds of questions allowed a repeated and structured confirmation of the opinions by the panel members. E-mail communication allowed to reach participants in distant geographical areas, to facilitate participation because each respondent could answer the questionnaire at the time of day more convenient for them, to keep confidentiality regarding answers, and to reduce the influence of the most dominant individuals over the rest of the group. tfinally, the controlled return of answers in the second round reduced the group effect to the minimum, and allowed the statistical aggregation of groups with similar answers. e Delphi Technique is widely used in the healthcare setting, particularly in studies aimed at exploring the potential scope of implementing policies14, knowledge15, procedures16 and new health technologies17. Scientific Committee A scientific committee was created for the project, formed by five Hospital tfharmacists with experience in the use of biologic agents since their initial introduction in the Spanish Health System. ese tfharmacists were expert in the therapeutical management of patients with systemic inflammatory conditions, and were aware of the needs in this group regarding pharmacotherapy follow-up, through the experience transmitted by their team works; they were also promoters of research, education and divulgation in their work centres, and were responsible for decisions around the implementation of new technologies and procedures in their professional settings. One characteristic feature of the scientific committee members was their active participation in academic, political and institutional initiatives in the matter of interest, through scientific societies, and throughout the country. e scientific committee was in charge of supervising the project development, assessing the adequate use of the information collected in the literature review for preparing the questionnaire to be used in Delphi, defining its characteristics, facilitating the identification of panel members, interpreting its outcomes and encouraging its divulgation. Literature Review We reviewed the literature regarding the charac...
