PUBLIC, EDUCATIONAL AND GOVERNMENTAL ACCESS FACILITIES AND SUPPORT. Section 6.1 - - - PUBLIC, EDUCATIONAL AND GOVERNMENTAL ACCESS
PUBLIC, EDUCATIONAL AND GOVERNMENTAL ACCESS FACILITIES AND SUPPORT. Section 6.1 PUBLIC, EDUCATIONAL AND GOVERNMENTAL ACCESS
(1) Schedule, operate and program the PEG Access Channels provided in accordance with Section 6.2 below;
(2) Purchase, maintain and/or lease PEG Access equipment, with the funds allocated for such purposes in Section 6.3 below;
(3) Conduct training programs in the skills necessary to produce quality PEG Access programming;
(4) Provide technical assistance, pre-production services, post-production services and production services to PEG Access Users, using Access Corporation staff and volunteers;
(5) Establish rules, procedures and guidelines for use of the PEG Access Channels;
(6) Accomplish such other tasks relating to the operation, scheduling and/or management of PEG Access Channels, facilities and equipment as appropriate and necessary; and
(7) Produce or assist Users in the production of original, non-commercial Video Programming of interest to Subscribers and focusing on Town issues, events and activities.
PUBLIC, EDUCATIONAL AND GOVERNMENTAL ACCESS FACILITIES AND SUPPORT. Section 7.1---PUBLIC, EDUCATIONAL AND GOVERNMENTAL ACCESS The Access Corporation, as designated by the Issuing Authority, shall continue to be responsible for the provision of public, educational and governmental access facilities and equipment to the residents of the Town, pursuant to the provisions of this Article 7 herein.

(a) Upon the Effective Date, the Licensee shall make available to the Issuing Authority three (3) six (6) MHz, or the Digital Compression Technology equivalent, Subscriber Network Downstream Channels and three (3)
(1) If, over the course of any six (6) month period during this Renewal License term, all three (3) of the Subscriber Network PEG Access channels are programmed with original, non-repeated, locally-produced programming (excluding alpha-numeric “bulletin board” type programming) for eighty percent (80%) or more of the time during the hours between 6:00 pm and 11:00 pm, the Issuing Authority may so notify the Licensee, in writing. Included in such notification shall be copies of program logs and other records verifying such usage for said period of time, and original logs and other records shall be made available to Licensee upon request. After receipt of such notification and verification from the Issuing Authority, Licensee shall, at the Issuing Authority s request, enter into good faith discussions regarding the possibility of making an additional Subscriber Network PEG Access Channel available for the Town s use. This Section 5.1(a)(1) does not constitute a binding obligation to add an additional Subscriber Network Access Channel at any time during this Renewal License term.

(a) Upon the Effective Date, the Licensee shall make available to the Issuing Authority three (3) six (6) MHz, or the digital compression technology equivalent, Subscriber Network Downstream Channels and three (3) six (6) MHz, or the digital compression technology equivalent, Upstream I-Net Channels for PEG Access purposes. Such I-Net Upstream Channels are not in addition to those provided in Section 3.4(a) or 3.4 (a)(1).
PUBLIC, EDUCATIONAL AND GOVERNMENTAL ACCESS FACILITIES AND SUPPORT. Section 5.1---PEG ACCESS CHANNELS
(a) Upon the Effective Date, the Licensee shall make available to the Town three (3) six (6) MHz (or at the Licensee’s discretion the Digital Compression Technology equivalent) Subscriber Network Downstream Channels and three (3) six (6) MHz (or at the Licensee’s discretion the Digital Compression Technology equivalent) I-Net Upstream Channels, pursuant to Section 3.17(a), for PEG Access purposes.
(b) Said PEG Access Channels shall be used to transmit PEG Access Programming to Subscribers, at no cost to the Town and/or Users, and shall be subject to Section 5.2 herein. Control and management of said PEG Access Channels shall be the responsibility of the Issuing Authority, its designee and/or Access Corporation.

PUBLIC, EDUCATIONAL AND GOVERNMENTAL ACCESS FACILITIES AND SUPPORT. Section 6.1 PEG ACCESS CHANNELS The Licensee shall provide three (3) channels that are capable of providing the same video quality as channels on the Subscriber Network, on the Subscriber Network for public, educational and governmental ("PEG") access Programming use. Use of the channels by the Town or schools and organizations or producers shall be strictly non-commercial in nature. Underwriting of the costs of access program production is permitted provided that persons do not advertise on the programs. Underwriter acknowledgement similar to those appearing on public broadcasting stations shall be permitted.
Section 6.2 PUBLIC, EDUCATIONAL AND GOVERNMENTAL ACCESS EQUIPMENT/FACILITIES GRANT
(a) The Licensee shall provide a one-time cash grant to the Leicester Cable Access Corporation or to a special PEG access account maintained by the Town in the amount of sixty six thousand four hundred dollars ($66,400.00). Said grant shall be used to purchase equipment to be used exclusively for the purpose of producing and cablecasting public, education and governmental access programs or for costs associated with the I-Net that are borne by the Town under this License. The Licensee shall make said payment in full within one hundred and twenty (120) days following the Execution Date of this Renewal License. The cost of this XXX xxxxx shall be an External Cost and shall be charged to subscribers in the Town in accordance with applicable laws, but with no additional interest charged thereon.
(i) The Licensee shall make an annual cash grant to the Leicester Cable Access Corporation in the amount listed in Exhibit 5 for the exclusive operation of PEG Programming activities and the replacement of public, educational and governmental access equipment and facilities. The first annual grant shall be paid to the Access Corporation (or special access fund, if applicable) within ninety (90) days following the Execution Date of this Renewal License, and on the same date every year thereafter for the term of this Renewal License. The cost of this XXX xxxxx shall be an External Cost and shall be charged to subscribers in the Town in accordance with applicable laws.
(ii) In the event that the annual cash grant provided by Section 6.2(b) is not tendered on or before the due date specified, a late fee shall be added to the cash grant for each day after the due date that it remains unpaid as follows: days one through fourteen, interest at the annual Prime Rate plus three percent (3%) ...
PUBLIC, EDUCATIONAL AND GOVERNMENTAL ACCESS FACILITIES AND SUPPORT. Section 6.1--- OPERATION OF PEG ACCESS STUDIO As of the Effective Date of this Renewal License, the Issuing Authority’s designated Access Corporation is operating, maintaining and staffing its PEG Access studio in the Town. The Licensee will transition all PEG Access Programming responsibilities to the Issuing Authority or its designated Access Corporation. At such time as the Issuing Authority assumes and/or takes control of all PEG Access Programming responsibilities, Licensee shall no longer be responsible for PEG Access or Programming in Medfield
