Reading and Correction of Meters. 6.10.1 The metering point shall be the Delivery Point at 11 kV/22 kV/ 33 kV and EHV voltage level of MSEDCL / STU substations, as the case may be for respective Unit(s) under the SPV. 6.10.2 For the purpose of energy accounting, ABT compliant meters with AMR feature shall be provided and installed by SPV at the Delivery Point. The interface metering shall conform to the Central Electricity Authority (Installation and Operation of Meters) Regulations, 2014 and any amendments thereto and any specifications stipulated by STU/ MSEDCL including those set out in Schedule 6. 6.10.3 The SPV shall bear all costs pertaining to installation, testing, calibration, maintenance, renewal, and repair of meters at Delivery Point. 6.10.4 The ABT metering equipment consisting of Main Meters and check meters with separate ‘Current Transformer’ and ‘Potential Transformer’ shall be identical in make, technical standards and of 0.2s (zero point two seconds) accuracy class and calibration and comply with the requirements of Law. 6.10.5 The meters installed at the Delivery Point shall have 4 (four) quadrants, 3 (three) phase, 4 (four) wires and provision for online/automatic reading and time slots as required by MSEDCL and SLDC. 6.10.6 The SPV shall also establish a backup metering system/check meter which shall be inspected and approved by MSEDCL. 6.10.7 In the event that the main metering system is not in service as a result of maintenance, repairs, or testing, then the backup metering system/check meter shall be used during the period the main metering system is not in service, and the above provisions shall apply to the reading of the backup metering system.

Reading and Correction of Meters. (i) The metering point and interface point for grid connectivity shall be at the point of connection at the nearest GETCO sub-station, where feasibility is available and granted. For interface metering for grid connectivity, the Successful Bidders shall abide by applicable Grid Code, Grid Connectivity Standards, Regulations on communication System for transmission of electricity and other regulations (as amended from time to time) issued by GERC, CERC, CEA, etc. For the purpose of energy accounting, the ABT compliant meter shall be installed at the metering point. Interface metering shall conform to the Central Electricity Authority (Installation and Operation of Meters) Regulations, 2014 and amendment thereto, as stipulated by GETCO. The electricity generated from the WTGs shall be metered and readings taken jointly by Wind Project Developer with GEDA and GETCO at the metering point on a monthly basis. The project developers shall also have to install Remote Terminal Unit (RTU) for transferring the real time data to SLDC for its monitoring purpose. Further, as per GERC Tariff Framework for procurement of power from wind projects, for the purpose of accounting, each WTG shall have to provide ABT compliant meters. (ii) Interface metering shall conform to the Central Electricity Authority (Installation and Operation of Meters) Regulations 2014 and amendment thereto. GETCO/ CTU shall stipulate specifications in this regard. (iii) In the event that the Main Metering System is not in service as a result of maintenance, repairs or testing, then the Backup Metering System shall be used during the period the Main Metering System is not in service and the provisions above shall apply to the reading of the Backup Metering System. (iv) A set of Main Meter and Check Meter shall be required to be installed at GETCO s/s side and a Back-Up Meter shall be required to be installed at generation side.

Reading and Correction of Meters. (a) The Distribution Licensee and concerned Rural System Operator shall jointly read the Metering System on the first (1st) day of every month at the delivery point. (b) In the event that the main metering system is not in service as a result of maintenance, repairs or testing then the backup metering system shall be used during the period the main metering system is not in service and the provisions above shall apply to the reading of the backup metering system. (c) Meter readings taken jointly at the appointed date and time will be signed by the representatives of Distribution Licensee and of concerned Rural System Operator. (d) Rural System Operator shall ensure to furnish the following at the time of submission of first invoice: ‐ (i) Date of connection to common delivery point and permission letter of authority authorizing the interconnection. (ii) Reading of new meter(s) recorded at the time of installation. (iii) Details of free energy, if any injected in the system between date of connection and COD. (iv) A schematic diagram of Distribution infrastructure showing the location of energy meters for billing purposes shall be furnished along with first invoice. (v) Details of off‐grid generator facilities and meter details.

However, delivery point shall be considered at GETCO periphery. (ii) Interface metering shall conform to the Central Electricity Authority (Installation and Operation of Meters) Regulations,2014, the Grid Code, as amended and revised from time to time. STU /CTU shall stipulate specifications in this regard. (iii) In the event that the Main Metering System is not in service as a result of maintenance, repairs or testing, then the Backup Metering System shall be used during the period the Main Metering System is not in service and the provisions above shall apply to the reading of the Backup Metering System. (iv) The HPD shall bear all costs pertaining to installation, testing, calibration, maintenance, renewal and repair of meters at HPD’s side of Delivery Point. (v) In case of pooling of multiple Projects, power from multiple Projects can be pooled at a Pooling Substation prior to the Delivery point and the combined power can be fed at Delivery point through a common transmission line from the Pooling Substation. In such cases, ABT compliant sub-meters (two meters, each with separate CT, PT) are also to be set up at pooling substation for individual projects in addition to the meters at Delivery Point as described in clause 10.1 (iii).

Floating Solar Power Developer shall install ABT compliant meter with Automated Meter Reading (AMR) facility at the metering point, i.e. LV bus at EHV pooling substation for the purpose of energy accounting/billing. 7.1.2 The installation and maintenance of energy accounting infrastructure shall be the responsibility of the Floating Solar Power Developer at its own cost. 7.1.3 Interface metering shall conform to the Central Electricity Authority (Installation and Operation of Meters) Regulations 2014 and amendment thereto. MSEDCL / MSETCL shall stipulate specifications in this regard. 7.1.4 For the purpose of energy accounting, the ABT compliant meter shall be installed by Floating Solar Power Developer at the metering point. Interface metering shall conform to the Central Electricity Authority (Installation and Operation of Meters) Regulations 2014, Grid Code, as amended and revised time to time. MSEDCL/MSETCL shall stipulate specifications in this regard. 7.1.5 The Floating Solar Power Developer shall bear all costs pertaining to installation, testing, calibration, maintenance, renewal and repair of meters at Delivery Point. 7.1.6 The ABT metering equipment consisting of Main and Check Meters with separate CT and PT shall be identical in make, technical standards and of 0.2s accuracy class and calibration and comply with the requirements of Electricity Rules. 7.1.7 The meters installed at the Metering Point shall have four quadrant, three phase, four wires and provision for on line/automatic reading and time slots as required by purchaser and SLDC. 7.1.8 The Floating Solar Power Developer shall also establish backup metering system/check meter. In the event of the Main Metering System is not in service for the reason of maintenance, repairs or testing, then the Backup Metering System/Check Meter shall be used during the period for which the Main Metering System is not in service and the provisions above shall apply to the reading of the Backup Metering System.
Reading and Correction of Meters. 9.2.1. DISCOM/ TRANSCOM and the Power Producer will jointly read the meter at the Delivery Point. 9.2.2. In the event that the Main Metering System is not in service as a result of maintenance, repairs or testing, then the Check Meters readings would be used to calculate total power exported from the Project.
