Scoping Meeting. Within ten (10) Business Days after receipt of a valid Interconnection Request, Transmission Provider shall establish a date agreeable to Interconnection Customer for the Scoping Meeting, and such date shall be no later than thirty (30) Calendar Days from receipt of the valid Interconnection Request, unless otherwise mutually agreed upon by the Parties. The purpose of the Scoping Meeting shall be to discuss alternative interconnection options, to exchange information including any transmission data that would reasonably be expected to impact such interconnection options, to analyze such information and to determine the potential feasible Points of Interconnection. Transmission Provider and Interconnection Customer will bring to the meeting such technical data, including, but not limited to: (i) general facility loadings, (ii) general instability issues, (iii) general short circuit issues, (iv) general voltage issues, and (v) general reliability issues as may be reasonably required to accomplish the purpose of the meeting. Transmission Provider and Interconnection Customer will also bring to the meeting personnel and other resources as may be reasonably required to accomplish the purpose of the meeting in the time allocated for the meeting. On the basis of the meeting, Interconnection Customer shall designate its Point of Interconnection, pursuant to Section 6.1, and one or more available alternative Point(s) of Interconnection. The duration of the meeting shall be sufficient to accomplish its purpose.

The Parties shall further discuss whether the Cooperative should perform a Feasibility Study or proceed directly to a System Impact Study, a Facilities Study, or an Interconnection Agreement. 4.2.3 If the Parties agree that a Feasibility Study should be performed, the Cooperative will provide the Interconnection Member a Feasibility Study Agreement (Attachment 6), including an outline of the scope of the study and a non-binding good faith estimate of the cost to perform the study. 4.2.4 If the Parties agree not to perform a Feasibility Study, but to proceed directly to a System Impact Study or Facilities Study, the Cooperative will provide the Interconnection Member either a System Impact Study Agreement (Attachment 7) or a Facilities Study Agreement (Attachment 8), as appropriate, including an outline of the scope of the study and a non-binding good faith estimate of the cost to perform the study. 4.2.5 If the Parties agree not to perform a Feasibility Study, but to proceed directly to an Interconnection Agreement, the Cooperative shall provide the Interconnection Member an executable Interconnection Agreement, to be completed in accordance with the timeline provided in Section 5.6.

The Parties shall further discuss whether the Utility should perform a System Impact Study, a Facilities Study, or proceed directly to an Interconnection Agreement. 4.2.3 If the Utility, after consultation with the Interconnection Customer, determines that the project should proceed to a System Impact Study or Facilities Study, the Utility shall provide the Interconnection Customer, no later than ten (10) Business Days after the scoping meeting, either a System Impact Study Agreement (Attachment 8) or a Facilities Study Agreement (Attachment 9), as appropriate, including an outline of the scope of the study or studies and a nonbinding good faith estimate of the cost to perform the study or studies, which cost shall be subtracted from the deposit outlined in Section 1.3.1.2. 4.2.4 If the Parties agree not to perform a System Impact Study or Facilities Study, but to proceed directly to an Interconnection Agreement, the Parties shall proceed to the Construction Planning Meeting as called for in Section 5.

The purposes of the Scoping Meeting shall be to discuss whether the Transmission Developer elects to pursue an Optional Feasibility Study or proceed to a System Impact Study for its Transmission Project, to discuss alternative interconnection options, to exchange information including any transmission data that would reasonably be expected to impact such interconnection options, to analyze such information and to determine the potential feasible Points of Interconnection. The ISO, Connecting Transmission Owner(s), and the Transmission Developer will bring to the meeting such technical data, including, but not limited to: (i) general facility loadings, (ii) general stability issues, (iii) general short circuit issues, (iv) general voltage issues, (v) general reliability issues, and (vi) general system protection issues, as may be reasonably required to accomplish the purpose of the meeting. The ISO, Connecting Transmission Owner(s) and the Transmission Developer will also bring to the meeting personnel and other resources as may be reasonably required to accomplish the purpose of the meeting in the time allocated for the meeting. The Transmission Developer shall in writing within five (5) Business Days of this meeting: (i) make its election as to whether it will pursue an Optional Feasibility Study or proceed to a System Impact Study for its Transmission Project, and (ii) designate the Point(s) of Interconnection for the Transmission Project. The duration of the meeting shall be sufficient to accomplish its purpose.

The Connecting Transmission Owner and Affected Transmission Owner(s), identified pursuant to Section 32.4.10 of this Attachment Z, shall be prepared to provide input regarding proposed Point(s) of Interconnection and configurations. If, within five (5) Business Days after the Scoping Meeting, the Interconnection Customer advises the ISO that it elects to proceed with an optional feasibility study, the ISO shall provide the Interconnection Customer and the Connecting Transmission Owner, as soon as possible, a non-binding good faith estimate of the cost and timeframe to perform the study. At the Interconnection Customer’s option, the ISO, Connecting Transmission Owner or the Interconnection Customer may provide input regarding alternative Point(s) of Interconnection and configurations at the Scoping Meeting to evaluate in the optional feasibility study. On the basis of the meeting, the Interconnection Customer shall designate its Point of Interconnection and one or more alternative Point(s) of Interconnection. An Interconnection Customer electing to evaluate alternative Point(s) of Interconnection must proceed through an optional feasibility study and must select the definitive Point of Interconnection for the proposed Small Generating Facility no later than the commencement of the interconnection study following the optional feasibility study. 32.3.2.3 The scoping meeting may be omitted by mutual agreement. Scoping Meeting. The Scoping Meeting described herein is available to an Interconnection Customer whose Application for interconnection to an electric distribution power system can no longer be considered in the Super-expedited Process. 1. At the request of either Party, a Scoping Meeting will be held within 10 business days, or as otherwise mutually agreed to by the Parties, after the Interconnection Provider notifies the Interconnection Customer that the Application cannot continue to be reviewed in the Super-expedited Process. If the parties agree that a Feasibility Study should be performed, the Interconnection Provider will provide Interconnection Customer, as soon as possible, but not later than 5 business days after the Scoping Meeting, a Feasibility Study Agreement including an outline of the scope of the study and a good faith estimate of the cost to perform the study. 3. The Scoping Meeting may be omitted by mutual agreement, and the reasonable cost of a Scoping Meeting will be credited from the Application Fee toward the cost of the Feasibility Study. In order to remain in consideration for interconnection at the distribution level or, as appropriate, in a high voltage transmission provider’s interconnection queue, the Interconnection Customer who has requested a Feasibility Study must return the executed Feasibility Study Agreement within 15

Scoping Meeting. At the beginning of each Project, Consultant shall be required to meet with the Contract Administrator and identify the scope of the job and deliverables. Consultant shall provide the City with a cost proposal and schedule for work after the scope meeting unless otherwise agreed upon by the City. Said cost proposal shall set a not to exceed price and break down hours per task and person doing the work. For projects requiring Land Surveying, City shall decide how the topographic survey and the boundary survey will be obtained. Survey limits shall be proposed by Consultant and approved by the City. All as- built, utility and field research required shall be the responsibility of the Consultant. The Consultant shall identify all other test, permits, reports or other information needed to complete the project in proposed scope. City written approval of scope provided by the Consultant is required prior to the start of work. Environmental permitting shall be done by the City, coordinated by the Consultant and shall be estimated in the schedule. The City reserves the right to request more than one cost proposal per Project and assign work to the consultant with the lowest cost for identified Project. Project begins with the issuance of a Notice to Proceed from the City.

At IPA’s sole discretion, a consultant approved by IPA, may be brought to the meeting and will be responsible for conducting the Feasibility Study. On the basis of the meeting, Interconnection Customer shall designate its Point of Interconnection, pursuant to Section 6.2, and one or more available alternative Point(s) of Interconnection.
