Study Phase. A.2.1 All documents including reports, drawings and specifications, any changes, revisions or amplifications thereof, as well as all construction cost estimates, shall be subject to the written approval of the Owner before the documents are accepted. The approval of drawings by the Owner is not to be constructed as authority to violate, cancel or set aside any provisions of applicable codes. A.2.2 Study documents must comply with the latest adopted edition of the Uniform Construction Code in effect at the time the documents are submitted to the Owner for final approval. A.2.3 Unless otherwise provided in the AGREEMENT documents, the Consultant will be requested to secure and be reimbursed payment of all permits and governmental fees, licenses and inspections necessary for the proper execution and completion of the work and which are legally required at the time of receipt of bids.

Study Phase. The purpose of the PER/Study is to clearly depict refined horizontal and vertical alignments and to document the goals stated above. CobbFendley will prepare a PowerPoint presentation depicting the project visually for the meeting attendees to better understand the project findings & recommendations as the report will remain internal to Fort Bend County Engineering staff and the County's project management consultant. The PER/Technical Memorandum will include an executive summary, preliminary schematics of the proposed typical section alternatives, a drainage report, water & wastewater line alignments, and construction cost estimates for the proposed roadway section, and the geotechnical report as applicable. CobbFendley will deliver an electronic copy of the report in PDF format to the County. Upon completion of the PER document and subsequent presentation to the Fort Bend County Engineering, a 30% completed plans review will be held to include any/all additional scope needed to complete the project. Xxxx Xxxxxxx will draft a separate proposal with associated compensation for any further requirements or additional scope of work requested by Fort Bend County.
Study Phase. Subject to clause 16, on or before October 31, 2000, GEOCAN will review and finalize with the Parties a detailed budget that outlines the work program and associated costs for the Study Phase on the Rostin Block. During the Study Phase Unigeo and GEOCAN will review all of the geological and geophysical data that is available including geological and geophysical information held by COC, over the Rostin Block, in order to assess the potential for drilling a Test Well, as described in clause 11. The costs incurred during the Study Phase will be shared in the participating interests described in clause 5. At the end of the Study Phase Unigeo and GEOCAN will elect to proceed to the Seismic Phase, as described in clause 10, elect to drill a Test Well or discontinue to do any further work on the Rostin Block.

Consult with the CLIENT to determine available data pertaining to the project, and then collect and review available data including past studies, mapping, reports of operation, correspondence with governing agencies, trends. B. Conduct two (2) site visits to the project site(s) to observe the existing condition of above ground/visible facilities and features pertaining to the project. C. Review the condition and capacity of CLIENT’s existing facilities with respect to current and projected conditions. D. Attend up to four (4) meetings during the study phase of the project. Included in these meetings shall be a “Kick Off” meeting with the CLIENT and a mid-study review meeting to discuss alternatives developed by HWC. E. Identify and evaluate alternate solutions available to the CLIENT and, recommend to CLIENT those solutions, which in HWC’s judgment meet the CLIENT’s requirements for the project. F. Prepare a report, which will, as appropriate, contain schematic layouts, sketches and conceptual design criteria with appropriate exhibits to indicate the agreed to requirements, considerations involved and those alternate solutions available to the CLIENT, which HWC recommends. This report will be accompanied by HWC’s opinion of probable construction costs for each solution recommended. G. Review alternative methods of financing the proposed improvements with the CLIENT, including IOCRA funding, SRF funding, and RD funding. Coordinate with the CLIENT’s financial advisor to review these alternatives. H. Conduct one public hearing to present the results of the study. I. HWC’s study phase services shall be considered complete on the date when HWC submits the report to the CLIENT for final approval. Notations, Exceptions and Assumptions This proposal is based on a number of critical assumptions, including: A. No surveying services are included. B. Hydrant flow testing of the entire system is not included, only selective testing as required for modeling. C. Inspection of the water storage tanks is not included. D. Leak Detection Services of the entire system are not included. Based on analysis of system, limited leak detection services in identified areas could be included in the scope of services if determined necessary. E. Study Phase. The Study Report shall serve as a summary document that incorporates the recommendations from the supporting investigative reports, results from working meeting with Fort Bend County, necessary approvals and final recommendations from the Consultant’s efforts. The document will serve as the framework for the design phase, having addressed the major issues that affect the roadway design and supporting infrastructure. An outline of those sections that are required for the Study Report, including the exhibits and attachments is as identified below. The Study Phase shall include the preparation and approval of reports necessary to support the recommendations and design of the roadway and all appurtenances included, but not limited to, Geotechnical Investigations, ROW Parcel acquisition recommendations, utility conflicts identification, Drainage Studies. The preparation of preliminary construction documents will be substituted with a schematic layout as defined below. The Consultant shall present the results of Study Phase investigation and analysis and their recommendations status of the of the project to include, but not limited to, Survey/Right-­of-­Way Maps, Roadway Alignment, Geotechnical, ROW Parcel acquisition recommendations, Drainage Concept, Drainage Report, Utilities, and Variances. The consultant shall participate in the following meetings with Fort Bend County Project Management Team (PMT) and other meetings as necessary: Project kick-­ off meeting, Field working meeting, Alignment meeting and drainage meeting. Environmental and Traffic studies or signal are not part of this scope and its understood that PMT shall provide these if needed as part of separate scope. The study phase shall include identification and any Utility conflicts with the proposed improvements and include, but limited to: • Identify all existing utilities within the existing and proposed rights-­of-­way. • Provide list of existing utilities with owner and contact information • Schematic Layout of Roadway and Detention o Provide a plan view layout with sufficient detail to insure that the final design can be constructed without any major issues. Include the location of shoulder and roadside ditches. The schematic layout shall be at a scale of 1” = 40’ on 11”x17” sheets. Include a Cover Sheet with a Vicinity Map with the project limit.
