Technical Experience. Evaluation of this factor shall focus on the strengths, deficiencies, and weaknesses of the proposal. Evaluation of risk associated with the offeror’s proposal for this factor is inherent in the evaluation. Note: if an offeror’s proposal demonstrates a material failure to meet a Government requirement, it is a deficiency in the offeror’s proposal. When evaluating this factor, the Government will consider the following standards and will assign a rating and color as indicated in Table M.1 below. Offerors are reminded that the burden of providing sufficient data rest with the offerors.
Technical Experience. The Government will evaluate the Offeror’s list of relevant and recent projects that involve migrating a system from one location to another and migrating from physical to a virtual environment. The Government will evaluate the Offeror’s list of relevant and recent projects that demonstrate an understanding of energy engineering with data analysis and demonstrate their ability to understand, translate, and execute DoD, Department of the Army (DoA), and Federal energy laws, policies, and regulations.
