Time and Resources for Professional Development. 1. Recognizing the need for maximizing available instructional time for students, time for professional development is provided using a variety of options either within the work day or beyond the work day, as collaboratively determined by the school leadership team.
2. When the professional development activities take place during the work day, time may be provided by— Flexible grouping and scheduling Use of technology, e.g., distance learning with use of video and TV transmissions Use of substitutes Team or department meeting times Staff meeting times Other options as determined by the local school leadership team
3. When professional development activities take place outside the work day, compensation can be provided in the form of— University credit Stipends CPD (in-service) Fulfillment of professional development plan objectives Other options as determined by the local school leadership team
4. Funds available for local school professional development will be allocated to the local school with no less than a $2000 base and half (.5) of the substitute cost for each member of the school’s professional staff to come from allocated funds. The allocation of these funds will be reported to the school leadership team.
5. For the term of this Agreement, the Board agrees to budget funds for the purchase of books, equipment, and other educational resource materials it determines to be necessary for use by the professional staff.
6. The Board is committed to continuous improvement through job-embedded professional development and agrees to fund support for activities that may include the following:
a) School-based staff development teachers
b) Necessary resources, materials, and equipment to be used specifically to support local school, field office and district-wide staff development activities and programs, including the training of staff development leadership
c) Ongoing assessment of the effectiveness of the Professional Growth System and programs offered by the Office of Human Resources and Development
7. MCPS will provide for the assignment of staff development substitute teachers to schools to allow teachers to participate in professional development and growth during their normal school day. Each school develops its own procedures for assuring that educators have an opportunity to utilize the substitute to make time available for work on professional growth, including Professional Development Plans (PDPs).
Time and Resources for Professional Development a. The parties recognize the vital importance of training and education in this era of change. A well-trained, effectively functioning work force is necessary if the ▇▇▇▇▇▇▇▇▇▇ County Public Schools is to achieve its goal of providing high-quality education for every student. The Board recognizes the need for programs that will improve the efficiency of unit members in their current jobs and the importance of assisting unit members to meet MCPS employment needs along with the unit member’s individual career development plans.
b. Recognizing the importance of time as a valuable resource, time for professional develop- ment is provided using a variety of options that are collaboratively determined by MCPS and MCAAP/MCBOA.
c. Valuable professional development opportunities supported as priorities within MCPS and for which unit members are encouraged to participate in the planning and attendance include the MCAAP Fall Conference and the MCAAP Summer Conference. Professional leave days may be provided for unit members to attend professional meetings, in accordance with Article 20, Leaves, Section H.3.
d. To the extent feasible, priority will be given to providing professional development during the normal work day. When professional development activities take place outside the work day, consideration will be given to seeking partnerships to award credit.
e. The Board agrees to budget $ $100,000 per year for unit members to attend or make presen- tations to conferences and/or programs. No more than 20 percent of these funds may be used for MCPS related conferences/programs. The Association shall determine the unit members eligible for such assistance and the amount each member receives.
f. Professional leave days will be provided for unit members to attend professional meetings in accordance with Article 20, Leaves, Sections H.3.

c. To the extent feasible, priority will be given to providing professional development during the normal workday. When professional devel- opment activities take place outside the workday, consideration will be given to seeking partnerships to award credit.
d. The parties agree that members of the bargaining unit are to be included in the A&S conference and/or program funding administered by the Association. The Association shall determine the unit members eligible for such assistance and the amount each member receives. The Board agrees to budget an additional $10,000 per year for this program on behalf of the MCBOA unit beginning with Fiscal Year 2010.
e. Professional leave days will be provided for unit members to attend profes- sional meetings, in accordance with Article 20, Leaves, Sections H.4.
