If the grievance remains unsettled after the response in Step One, the Union may submit a written grievance to the Public Works Director within fifteen (15) business days of the Step One response, or depending on the circumstances the Union may file the grievance directly at Step Two, in which case it must be filed within fifteen (15) business days of the event giving rise to the grievance or when the employee/Union reasonably should have realized that a dispute existed. The Public Works Director shall schedule a conference with the Union within ten (10) business days of receipt of the grievance to attempt to adjust the matter. The Public Works Director shall submit a written response within ten (10) business days of the conference. If the conference is not scheduled, the Public Works Director shall respond to the grievance in writing within ten (10) business days of receipt of the appeal.
