Educational Reimbursement Program. In accordance with the County's Educational Reimbursement Program, eligible employees, including part-time employees with benefits (as defined in Section 7), may be reimbursed for career- related course work taken on the employee's own time. The minimum amount of reimbursement is $10.00 and the maximum is $850 per fiscal year; however, an employee enrolled in an approved degree program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year and may include reimbursement for educational materials. The Educational Reimbursement Fund is $125,000 per fiscal year. Specific details and conditions of participation are included in Section 1700 of the County's Administrative Manual.

Educational Reimbursement Program. (1) The Educational Reimbursement Program is a three (3) year pilot program through the duration of this contract. The offering of the Educational Reimbursement Program is based on the determination of “cap” and that this program is intended as a neutral cost to the District when the Educational Reimbursement Program is offered to assist the District in achieving cap. It will be evaluated annually during the duration of the contract, and adjusted, if necessary, taking into consideration the achievement of cap, or constraints on the District budget. Any changes to this program shall be negotiated by the District and ECCE. (2) The District will reimburse 100% of the enrollment fees, student body I.D. fee, and applicable health fees of employees, their spouses, and/or legal dependents to attend El Camino College under the following circumstances:

The minimum amount of reimbursement is ten dollars ($10) and the maximum is $450 per fiscal year; however, an employee enrolled in an approved degree program may be reimbursed up to $450 per semester for a maximum of $900 per fiscal year. Total fiscal year costs of this program are capped at $3,600. Employees will be eligible for participation on a first come, first serve basis, and program funds will be distributed until exhausted. Any amounts not allocated by March 31 of each year will revert back to the Court Operations Fund. Specific details and conditions of participation are included m the Court Personnel Rules.

The City Manager retains the discretionary authority to further limit or discontinue the tuition reimbursement program at any time in a fiscal year based on the availability of funds. Sections 2: Employees will be eligible for City reimbursement for the costs of books and tuition in the following manner: a. In order to be considered for the Educational Reimbursement Program, all course work must be properly approved prior to the beginning of the class by the City Manager or designee. b. Employees desiring reimbursement must submit a written request for approval from the City Manager or designee. c. Reimbursement will be for courses leading to college or post graduate degrees. Reimbursement may be provided for on-line coursework for core courses required by a residential degree program. Tuition will not be reimbursed for total on-line degree programs and/or on-line degree program electives. d. The refund amount payable shall be based upon the fee schedule of a State of Florida's public university or college at the time the course is completed, regardless of the fact that the employee may be attending a private educational institution. e. Educational Reimbursement Program. 21.1 APPLICABILITY
Educational Reimbursement Program. The Educational Reimbursement Program shall be a plan as provided for in Section 127 of the Internal Revenue Code of 1986, as amended (the “Code”) and shall be construed consistently with the requirements of Section 127. Amounts paid for tuition reimbursement meeting the requirements of Section 127 of the IRS Tax Code are not included in an Employee’s income or subject to income tax withholding up to a maximum of $5,250 annually. If subsequent tax law changes fail to continue the tax-free treatment, or in any way modify its treatment, appropriate adjustments in tax withholding will be made from the effective date of the change. This Program does not apply to training seminars, conferences, workshops, etc.
