Employee Initiated - Lateral Transfer. When a new vacancy occurs, the District will in good faith consider the lateral transfer of employees serving in the same job classification in the District. 6.4.2.1 When a position becomes vacant, the District shall notify unit members within the same job classification by email. Custodial vacancies will also be posted on work site bulletin boards, in the manner agreed between SEIU and the District, for not less than seven (7) working days at all work locations prior to advertising externally. 6.4.2.2 Any permanent employee in the same job classification may apply for a lateral transfer by completing an updated application with the Human Resources Department by the closing of the seventh working day of the internal posting period. Criteria for approval of a transfer request shall be based on experience, seniority, demonstrated job skills, past evaluations on file which were made within thirty-six (36) months of the date of the transfer request, and demonstrated special skills if appropriate for the job. 6.4.2.3 The District will ensure that at least three (3) of those referred interview candidates are the most senior eligible District employees. In any case where there is less than three (3) eligible District employees applying for the position, all eligible District employees shall be referred for interview. 6.4.2.4 The qualified unit members as identified in Section 6.4.2.3 will be guaranteed an interview by the college or location. Equal opportunity for advancement shall be extended to all qualified employees of the District. 6.4.2.5 If none of the voluntary transfer applicants are recommended for the position, their applications will be included in the general applicant pool for the position; however, this does not guarantee that they will be granted another interview.

Employee Initiated - Lateral Transfer. A regular employee may request a transfer from one position to another in the same range. 15.1.3.1 When vacancies occur these openings shall be circulated to all classified staff within the same range for at least seven (7) working days. To apply for a lateral transfer, the employee must complete the application packet and submit it to the Office of Human Resources. The District shall consider internal requests for voluntary transfers when the training, experience, and the abilities of the requesting employee match the vacant position job specifications and there is concurrence on the part of the receiving supervisor. When such a request is made, the receiving supervisor and the requesting employee will meet to discuss the employee’s qualifications for the vacant position. Probationary employees of the District are not eligible to be considered for voluntary transfers. 15.1.3.2 The District will give first consideration to current regular classified employees applying for a lateral transfer before hiring from the outside. Where two (2) or more regular classified employees have equal merit and ability, the employee with seniority shall be granted the position. 15.1.3.3 A current regular classified employee who is laterally transferred shall remain at the same step and shall retain permanent anniversary and salary dates.

In any case where there is less than three (3) eligible District employees applying for the position, all eligible District employees shall be referred for interview. 6.4.2.3 The qualified unit members as identified in Section 6.4.2.2 will be guaranteed an interview by the college or location. Equal opportunity for advancement shall be extended to all qualified employees of the District. 6.4.2.4 If a voluntary transfer applicant is recommended for the position, the employee will be notified by the Director of Human Resources. If none of the voluntary transfer applicants are recommended for the positions, they will be notified by the Director of Human Resources and provided the option of being included in the general applicant pool for the position. Candidates who are interviewed will be notified concerning their status in writing within ten (10) working days after the successful candidate is notified of his/her selection. 6.4.2.5 The procedures in Section 6.4.2.2 will be subject to the grievance process.

The job vacancy notice shall include: the job title, a brief description of the position and duties, the minimum qualifications required for the position, the assigned job site if known, the assigned number of hours per day, day per week and months per year, regular assigned work shift times (if predetermined), and the salary range and deadline for filing to fill the vacancy. 4. If only one (1) employee files for the lateral transfer they shall be granted the transfer. If two (2) or more employees file for the transfer, the District shall make the selection. If no District employee files for the transfer it shall then be open for promotional opportunity.

  • Lateral Transfers Employees may request to be transferred to a vacant position within their classification in another department and may be transferred pursuant to such request with the written approval of their department head, the involved appointing authority and the Employer's Director of Labor Relations. Such transferred employees shall serve a three (3) month probationary period in the new position. If removed by the appointing authority during the probationary period, the involved employee shall be reassigned to a vacant position within the classification or, if none is available, to their previous position.
