FLAGMEN. The use of flagmen is an easy and flexible method of controlling traffic. The method should be used where traffic volumes are less than about 200 vehicles per hour and the flagmen at the beginning and end of the work area are clearly visible to each other. The length of the work section should be no more than about 100 m and the method can be used for two-way or one- way passing of traffic. Where the obstruction is only intermittent this method may be used in conjunction with appropriate signs for higher traffic volumes than stated above. The standard size of flags should be 450 mm square. Flags should be made of durable bright red cloth fastened to a staff about 1 m long. The free edge of the flag should be weighted to ensure a vertical position during windy weather. A diagonal stiffener may also be used for the same purpose. The efficiency of flagging traffic control is often dependent on the intelligence of the flagmen. The careful selection and training of flagmen before making them responsible for the flow of traffic is essential. Flagmen should have good eyesight and hearing, be mentally alert, courteous and pleasant-natured. Distinctive clothing should be given to flagmen on duty so that the public will recognise them and respect indications given by them. A bright-coloured helmet, preferably red, together with a yellow safety jacket should be issued to them. Flagmen stations should be located far enough from the roadworks so that drivers will have sufficient distance to slow down their vehicles before entering the project but not so far away that the drivers tend to increase the speed of their vehicles before passing the roadworks. Normally the flagmen should stand either on the shoulder adjacent to the lane of traffic he is controlling or in the barricaded lane. Under no circumstances should he stand in the traffic lane. In rural areas he should be clearly visible to the traffic he is controlling from a distance of at least 150 m. For this reason he should stand alone never permitting a group of workmen to congregate around him.

FLAGMEN. A. Use flagmen, qualified as described under paragraph 1.04.B, Uniformed Peace Officers, or paragraph 1.04.C, Certified Flagmen, to control, regulate, and direct the even flow or movement of vehicular or pedestrian traffic when construction operations encroach on public traffic lanes.
FLAGMEN. Provide qualified and suitably equipped flagmen when construction operations encroach on traffic lanes, as required for regulation of traffic (See Section 1.02).
FLAGMEN. Where required by the Employers Agent, flagmen shall be provided for the control of traffic at lane closures and road accidents if and when they occur. Flagmen shall be adequately trained in the standard flagging techniques as described in the South African Road Signs Manual (Volume 2, Chapter 13) on Figure 13.23 (Detail 13.23.1) and be provided with conspicuous clothing such as safety jackets utilising retro-reflective and/or fluorescent panels in red, yellow and / or white. Flagmen shall have in their possession, at all times, certification that they have attended and passed an accredited course in flagging techniques before being allowed onto the construction site. Flags shall be made from bright red or red-orange material and shall be square with a minimum side length of 600 mm. The flag shall be attached to a staff at least 1,0 m in length. Flagmen shall be placed at positions as shown on the drawings or as directed by the Employers Agent. Such positions shall be a sufficient distance from the work areas to allow vehicles to slow down before entering the work area but not so far away that the drivers tend to increase speed before entering the work areas. The minimum requirement shall be one flagman at the start of each closure. During the daytime, at least two flagmen shall be provided at each traffic control point in addition to the STOP/GO sign operator, one flagman at the 80 km/h sign and a second roving flagman to indicate to the traffic at the end of the queue to stop. At night time at least one roving flagman equipped with a Xxxxxxxxx Lightman xenon strobe, or similar approved, and a torch is required at each traffic control point as well as the traffic light operator. Where the shoulder of the road is closed to traffic, a flagman shall be provided at the leading end of the closure during daytime. This flagman shall be provided at the 80-km/h sign to warn the traffic about the closure. No flagman shall be on duty for a period of more than 10 hours per day. The traffic control site shall be well lighted at night with at least one floodlight positioned so as to illuminate the area and not shine into the oncoming traffic. In terms of lateral clearance and safety, flagmen shall stand on the shoulder of the lane of traffic that is being controlled and under no circumstances shall flagmen be permitted to stand within the traffic lane. In order to obtain maximum visual impact for the travelling public, flagmen shall stand- alone.
FLAGMEN. Shall be used on all streets where the traffic is restricted to less than two (2) traffic lanes.
FLAGMEN. The Contractor shall provide competent flagmen to direct traffic in situations as may be required by the standards established in the paragraph above. Traffic Control Plan: After contract award but prior to Notice to Proceed, the Contractor shall submit a traffic control plan to the Contracting Officer for approval. No work will be allowed on bridges or right-of-way of roads between the hours of 6:00 AM to 8:00 AM and 3:00 PM to 5:00 PM. The Contractor may request work time during off shift and weekends in order to meet construction schedules. The Traffic Control Plan will be updated by the Contractor on a weekly basis in order to provide a current plan for the job and make adjustments to the Contractor's work. The updated Traffic Control Plan shall be presented at the Weekly Status Meeting. Traffic Flow Requirements: The Contractor shall keep one lane open at all times during road modifications. Any trench or hole created in a roadway shall be backfilled to finish roadway elevation or effectively covered to support vehicle loads prior to allowing any traffic to flow over it. No roads will be blocked during peak hours of traffic; no road work shall start before 8:00 am or continue past 5:00 pm, Monday through Friday unless otherwise approved by the Contracting Officer.
