Operations and Administration. The OFA shall operate the EUPCC Network on a day-to-day basis under the policies prescribed by the Governing Board, which includes, but is not limited to the following:
A. Establishment of budget and services;

Operations and Administration. The OFA shall complete the duties assigned to it under this Agreement in the manner prescribed by the Joint Governing Board. The OFA shall have such authority as is reasonably necessary to carry out its day- to-day responsibilities under this Agreement, including without limitation the authority to collect and expend funds as authorized by the Joint Governing Board.
