Other Donors’ Activities. In the area of basic education, several donors are providing support through mutual partnerships in line with the Moroccan government's strategy for the 'Promotion of Equitable and Quality Education.' In May 2019, the World Bank agreed to the 'Education Support Program' (hereinafter "ESP") ("Program For Results" type financing; program amount of US$ 500 million), which supports the Moroccan government's efforts to reinforce the foundation for learning in pre-school and basic education. The three main pillars of their initiatives are (1) to realize the provision of high-quality pre-school education, (2) to improve educational practices (teacher training) in primary and lower secondary education programs, and (3) to support the management and initiatives of educational institutions. With regards to (3), the World Bank is engaged in the formulation of implementation manuals related to the 'School Improvement Project' and the establishment of a monitoring system. In November 2020, the World Bank also agreed to the COVID-19 Social Protection Emergency Response Project (US$ 400 million) to support the revision, improvement, and expansion of social security programs, including Tayssir. Additionally, in coordination with the World Bank's (3) pillar, USA's Millennium Challenge Corporation ("MCC") is currently providing training to people involved in the 'School Improvement Project' (hereinafter "SIP") by conducting a pilot program across 90 secondary schools in three northern provinces. Meanwhile, the United States Agency for International Development ("USAID") is providing technical cooperation for curriculum revision in the subjects of Arabic, English and Science, Technology, and Engineering in primary and lower secondary education.
Other Donors’ Activities. Swedish International Cooperation Agency (SIDA) and Korea International Cooperation Agency (KOICA) have provided technical cooperation for the promotion of scientific technology (mainly agriculture, biotechnology, and health) through academic exchange activities by researchers in both countries. Asia Development Bank (ADB) decided to finance to the construction project of “Hanoi Science and Technology University” to be newly established within HHTP. In addition, the Government of France is to provide overseas education for students in the University, technical assistance for the teachers and curriculum enhancement support.
Other Donors’ Activities. South Korea provided used 1,000-ton-class vessel and two used 200-ton-class vessels to VCG in 2013 (all over 30-year-old). The United States transferred patrol boats in the past.
Other Donors’ Activities. The ADB has implemented the development of a water treatment plant, the expansion and renovation of existing water supply network in Mandalay city since November 2015 as part of the Mandalay City Urban Services Improvement Project.
Other Donors’ Activities. The World Bank (hereinafter referred to as the “IBRD”) is providing aid in the form of water supply and sanitation facility improvements, system improvements, etc. for rural areas through loans to rural water supply and sanitation improvement programs. Moreover, under the Northern Lima Metropolitan Area Water Supply and Sewerage Optimization Project (I), it is undertaking the rehabilitation of the northern Lima metropolitan area’s aging water supply and sewerage pipe network and the establishment of the sector through cofinancing with JICA, Germany’s reconstruction credit institute (hereinafter referred to as the “KfW”), and the IBRD. The Inter-American Development Bank (hereinafter referred to as the “IDB”) is supporting the strengthening of capabilities of Peru’s Ministry of Housing, Construction and Sanitation, which is in charge of the water sector, and system improvements for the water supply and sewerage sector (including improvements to the management of water supply and sewerage business units in regional cities) in coordination with the KfW and the German Agency for International Cooperation (GIZ) through a policy program loan (Second-Generation Sanitation Sector Reform Program).
Other Donors’ Activities. Regarding the assistance for policy formation in the water supply and sanitation sector, the Inter-American Development Bank (IDB) has, through the Second-Generation Sanitation Sector Reform Program (a policy program loan), cooperated with Kreditanstalt für Wiederaufbau (KfW), and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), in supporting capacity building for the MVCS, the ministry in charge of water supply and sanitation sector, as well as institutional improvements in public corporations in charge of water supply and sanitation service. Regarding the assistance for the water supply and sanitation sector in coastal areas and urban areas, JICA, KfW and the World Bank have co-financed Northern Lima Metropolitan Area Water Supply and Sewerage Optimization Project (I), through which cooperate in optimization and rehabilitation of the degraded water supply and sewerage pipe network in the northern Lima metropolitan area. Regarding the assistance for the water supply and sanitation sector in mountainous areas, the IDB has implemented projects for the development of water supply and sanitation facilities especially targeting the southern mountainous regions, through the program called the Programa de Mejoramiento y Ampliación de Servicios de Agua y Saneamiento en Perú (Program for the Improvement and Expansion of Water and Sanitation Services in Peru, PROCOES), commissioned by the Spanish Cooperation Fund for Water and Sanitation in Latin America and the Caribbean. Through technical cooperation, IDB is also providing support for the construction of a model that promotes water supply and sanitation connections in rural areas in the mountainous areas. The World Bank provides assistance for the development of water supply and sanitation facilities and the improvement of existing system in the mountainous regions though the program called Programa Nacional de Agua y Saneamiento Rural (PRONASAR). Regarding the assistance for the water supply and sanitation sector in the Amazonian region, the World Bank has provided assistance through PRONASAR, but there is no overlap with the candidate communities covered by this project.
Other Donors’ Activities. The World Bank is implementing the National Resource Management Project for the conservation and effective use of natural resources aimed at the entire country of Kenya. As part of this project, it plans to perform some repairs to facilities in the Mwea Irrigation Project District. At the time of the examination, as a result of consultations between the NIB and the World Bank, it was agreed that JICA and the World Bank would work together, with JICA expanding agricultural land in the Mutithi East District and the World Bank doing this in the Ndrewa North and Marura Districts.
(5) Necessity of the Project Through the efforts mentioned above, the Mwea Irrigation Project District will cover more than 50% of the domestic production output of rice, which is one of the three major staple food crops in Kenya. The development of irrigation poses a pressing challenge to Kenya’s food security. What is more, because there is agreement between Japan and JICA’s support policies there is high validity and necessity for providing support for this project through an ODA loan.
3. Project Description
Other Donors’ Activities. World Bank is assisting the project to improve Mid-Hill Highway west of Pokhara and local roads/bridges. Asian Development Bank is offering assistance for the project to improve the arterial roads near Birganj, which leads to India.
Other Donors’ Activities. Under the leadership of the IMF and the World Bank, the international community has provided coordinated support for Ukraine’s economic reform efforts. On February 12, 2015, the Executive Board of the IMF approved a 4-year EFF amounting to approximately US$ 17.5 billion, of which approximately US$ 6.7 billion had been provided to Ukraine by the end of August 2015. In addition to the First Financial Sector Development Policy Loan (US$ 0.5 billion) and the Second Financial Sector Development Policy Loan (US$ 0.5 billion), the World Bank provided the First Economic Reform Development Policy Loan (World Bank’s DPL1) (US$ 0.75 billion) co-financing with JICA in DPL1 and the Second Economic Reform Development Policy Loan (World Bank’s DPL2) (US$ 0.5 billion) co-financing with JICA in the Loan. The EU agreed Macro-Financial Assistance (MFA) amounting to €1.61 billion in May 2014, and approved financial assistance worth an additional € 1.8 billion in April 2015. The US signed a US$ 1.0 billion loan guarantee for Ukraine in April 2014. In the following month (May 2014), the National Bank of Ukraine issued a US$ 1.0 billion 5-year sovereign bond. Furthermore, the US announced its plan to provide an extra US$ 2.0 billion in financial assistance (loan guarantee) in January 2015, and Ukraine issued US-backed bonds of US$ 1.0 billion in May 2015. Other donors and their support activities include the following: Germany provided € 0.5 billion in the form of a loan guarantee; Canada provided a US$ 0.2 billion loan to promote financial sector reforms; and Norway provided approximately US$ 26.3 million through grant aid (co-financing with the World Bank’s DPL 2).
Other Donors’ Activities. The World Bank has a past record of providing support by improving institutions that train health professionals, combating infectious diseases at a country level, establishing health-related funds for the impoverished persons, and enhancing district-level (and some province-level) medical facilities, especially around the northeastern Red River Delta area. The Asian Development Bank has a past record of developing qualification systems for healthcare personnel and strengthening province-level medical facilities in the southern region. South Korea has implemented a general hospital development project through Grant Aid as well as a medical equipment outfitting project for the Otolaryngology Department of a hospital in Hanoi City through loan assistance.
