Phasing Schedule. Developer shall develop the Project and infrastructure substantially in accordance with the phasing schedule set forth in the attached EXHIBIT B (the "Phasing Schedule") and pursuant to permitted uses as identified on EXHIBIT C attached hereto and incorporated herein by reference.

Phasing Schedule. Master Developer shall complete the construction of all Village Streets within a Development Phase as follows: A minimum of two lanes of asphalt pavement on the Village Street providing the main access to a particular Designated Builder Parcel, and a working sanitary sewer connection that has been accepted by the City shall be in place prior to Final Inspection of any dwelling units within that Designated Builder Parcel. Permanent improvements on all major access Village Streets shall be substantially constructed as determined by the Director of Public Works prior to issuance of any building permits beyond fifty percent (50%) of all units within that Designated Builder Parcel. In addition, a roadway network to the boundary of this Designated Builder Parcel must be completed such that both vehicular and pedestrian access is provided. All Off-Site Improvements adjacent to that Designated Builder Parcel which will reasonably be used by residents of that parcel, shall be substantially constructed as determined by the Director of Public Works, prior to issuance of building permits beyond seventy-five percent (75%) of all units within that Designated Builder Parcel. The above thresholds notwithstanding, all adjacent Village Streets shall be substantially complete as determined by the Director of Public Works within twenty-four (24) months of the commencement of construction of such adjacent Village Streets or as amended with the traffic study phasing plan. All required landscaping along streets adjacent to the Designated Builder Parcel will be complete within two (2) months of the Final Inspection of the final unit in that Designated Builder Parcel.

Phasing Schedule. ‌ (a) In accordance with this section, the Developer is proposing a phasing schedule to give notice to the City the Developer’s intent to phase the Proposed Development. (b) The number of dwelling units or non-residential floor area shall not exceed the maximum number permitted for any time period as established in the phasing schedule, except that: (1) any unused increment of development during any time period established in the phasing schedule may be applied to the next or subsequent periods of the phasing schedule; (2) the WCCC may approve additional dwelling units or non- residential floor area during any time period if it finds, in its sole discretion, that there are adequate public facilities and services to accommodate the additional development; and (3) Developer shall provide a quarterly report of the construction that has been completed to the Planning Director. The report may include a summary of activity for the previous quarter and projections for the next quarter. (4) Developer must complete one (1) phase per year.
