Proposal Structure. ‌ The contents of the bidder's proposal should be concisely presented and structured in the following order to include, but not necessarily be limited to, the information listed in sections 4.12.1to 4.12.6. Proposal Structure. Offerors are instructed to structure their proposals as specified in the following paragraphs to facilitate the evaluation process. Specifically, each segment of the proposal should address completely the related evaluation factor and be outlined so that it completely addresses, in the same sequence, each subfactor, element or paragraph of the related instructions below. Proposal Structure. We believe that the nominated staff have the understanding, experience and skills to deliver this task, working collaboratively with TfL as demonstrated in the following section of this proposal which include:  Our nominated staff, including skills, knowledge and experience;  Our company information, project statement and contract management approach;  Our understanding of the project objectives, needs, constraints and understanding of the services and timescales involved.; and  Various required signed documents including Freedom of Information Act Declaration, Form of Bona Fide Tender and Acceptance Disclaimer.
Proposal Structure. Table 2 is provided to assist the Offeror in organizing the proposal submission documents to ensure the Government can easily identify which documents apply to which criteria for evaluation purposes. Offerors must adhere to the Volume Numbers, Titles, Format and/or Templates, and Page Limitations (if any) provided in the Table 2, any deviation may result in proposal rejection. Additional pages that exceed the page limitations will be removed, not read, and will not be evaluated by the Government. Offerors’ submissions shall be clearly and logically assembled within each volume of the proposal including a cross-reference matrix (described below). The proposal’s Table of Contents shall contain the appropriate volumes/titles/page corresponding to the beginning of the relevant material and organized IAW the factors. The material under a title, heading, or section shall be relevant to that title, heading, or section and also correspond to their entry in the cross-reference matrix. Proposal Structure. See paragraph (b) above for specific page limitations. The submitted written proposals shall be on 8.5 inch x 11 inch paper, pages are to be one-inch top, bottom and side margins, font/type shall be no smaller than 10 Times New Roman or equivalent. Foldout pages up to 11 x 17 inch may be used for diagrams, charts or graphic material only and shall be counted as one page each. Photo reductions are not acceptable for text material. Elaborate format, color representations and bindings are not desirable. Three-ring binders are preferred. The pages in the binders shall be easily removed and replaced to facilitate page changes. Any pages that are changed (as the result of negotiations) should be of a different color (as specified by the Contracting Officer) and have changed information clearly marked by a vertical line in the right margin of the page and/or circling if changing data in a chart. The offeror shall indicate the new date on revised pages. Legible tables, charts, graphs and figures shall be used when necessary to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible and shall not exceed 11 by 17 inches in size. Foldout pages shall fold entirely within the volume and count as one page. Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics, not for pages of text. For tables, charts, graphs and figures, the text shall be no smaller than 8 point, Times New Roman. The written technical proposal shall be bound in 3-ring loose leaf binders and shall be organized in the following manner in relation to the various Subfactors under the Volumes: Volume I – Signed RFP with Amendments and a cover letter; Volume II – Written Technical Proposal, shall be organized by the respective Subfactors (Subfactor A – Product Sample Testing, Subfactor B – Technical Approach and Capability, Subfactor C – Management Approach and Subfactor D – Small Business Participation); Volume III – Past Performance, shall be bound in 3-ring loose leaf binders and shall be organized in such a manner that the past performance information ca be readily separated; and Volume IV – Price, shall be organized in such a manner so that pricing information can be readily separated. Each volume shall contain a glossary of all abbreviations and acronyms used with an explanation for each. In this respect, Offerors shall strictly observe the page count limitations for each volume. Pages in excess of the applicable page count limit will be removed by the Contracting Officer from the back of the respective volume prior to evaluation and will not be read or evaluated by the Government. It is not necessary to supply the maximum number of pages allowed for each volume; fewer pages may be submitted. Offerors shall organize proposal content sections using index pages or tabbed index divider pages with clear cross-referencing to the table of contents. All pages shall be consecutively numbered within each volume (e.g., 1,2,3,…), with the exception of the Price Volume. For the Price Volume only, pages must be numbered consecutively within each section, but page numbering may restart at the beginning of each section. The Government will consider any failure on the part of an Offeror to comply with these instructions to be an indication of how the Contractor will comply with contract requirements during contract performance. Therefore, the Government encourages Offerors to contact the Government in accordance with Section 1.4 to request an explanation of any aspect of these instructions.
Proposal Structure. Proposals shall be organized into the Volumes and Subfactors/Sections, subject to established page limitations depicted in Table 1. The specified proposal format and structure that Offerors must adhere to in the solicitation is not intended to restrict the Offerors in the manner in which they will perform their work, but rather to ensure a certain degree of uniformity in the format of the responses for evaluation purposes.
