The landlord must file a declaration with the Rent Board to attest that this step was followed. If the parties reach an agreement, the tenant has 45 days to rescind. Oakland Oakland wants tenants to recognize that if the landlord’s goal is to effectuate a vacancy, there may be a more lucrative bounty in the form of relocation payments; if a tenant buyout agreement is declined and the landlord perseus a no-fault eviction, the tenant would be entitled to money.
