System Impact Study Procedures. The ISO shall coordinate the SIS with any Affected System that is affected by the Transmission Interconnection Application pursuant to Section 22.4.4 above. The ISO shall utilize existing studies to the extent practicable when it performs the study. The SIS will state the assumptions upon which it is based; state the results of the analyses; and provide the requirements or potential impediments to the proposed interconnection, including a preliminary indication of the cost and length of time that would be necessary to correct any problems identified in those analyses and implement the interconnection. The SIS will provide a list of Network Upgrade Facilities that are required as a result of the Transmission Project and a nonbinding good faith estimate of cost responsibility and a non-binding good faith estimated time to construct. The ISO may evaluate Transmission Projects moving forward in the same time frame that both contribute to Network Upgrade Facilities to determine their pro rata cost responsibility for such Network Upgrade Facilities. Upon request, the ISO shall provide the Transmission Developer all supporting documentation, workpapers and relevant pre-Transmission Interconnection Application and post- Transmission Interconnection Application power flow, short circuit and stability databases for the SIS, subject to confidentiality arrangements consistent with Section 22.13.1.

System Impact Study Procedures. Subject to Section 19.3.6, upon receipt of an executed individual or Group System Impact Study Agreement and payment for the estimated costs of the System Impact Study and preparing the associated System Impact Study Report (to the extent such costs exceed any deposit pursuant to Section 17.3), the Transmission Provider will use due diligence to complete the required System Impact Study and System Impact Study Report within a reasonable time period, taking into consideration the complexity of the study, the Transmission Provider’s resources, the number of other studies to be conducted and whether or not the eligible Customer has requested a study to be conducted under the Transmission Provider’s Open Access Interconnection Tariff that involves the same Transmission Service. The System Impact Study Report shall identify any system constraints associated with the requested service, a preliminary estimate of the scope of any additional Direct Assignment Facilities or Network Upgrades required to provide the requested service and a rough, non-binding estimate of the costs associated with any identified Direct Assignment Facilities or Network Upgrades. The System Impact Study Report shall also include any service condition options offered pursuant to Section 13.5. In the event that the Transmission Provider is unable to complete the required System Impact Study and associated System Impact Study Report within the estimated time period, it shall so notify the Eligible Customer and provide a revised estimated completion date along with an explanation of the reasons why additional time is required. Upon completion of the System Impact Study Report, a copy of the completed System Impact Study Report and related work papers shall be made available to the Eligible Customer. The Transmission Provider will use the same due diligence in completing the System Impact Study for an Eligible Customer as it uses when completing studies for itself. At the time of tendering the System Impact Study Report to the Eligible Customer, the Transmission Provider shall provide the Eligible Customer with an invoice or statement for any amount by which the actual costs (or Eligible Customer’s portion) of the System Impact Study and System Impact Study Report exceed or are less than the estimated costs or deposit paid by Eligible Customer. System Impact Study Procedures. IPA, or a consultant approved by IPA, shall coordinate the System Impact Study with any Affected System that is affected by the Interconnection Request pursuant to Section 3.4 above. IPA, or a consultant approved by IPA, shall utilize existing studies to the extent practicable when it performs the study. IPA, or a consultant approved by IPA, shall use Reasonable Efforts to complete the System Impact Study within ninety (90) calendar days after the execution by both Parties of the System Impact Study Agreement. If IPA uses Clustering, IPA, or a consultant approved by IPA, shall use Reasonable Efforts to deliver a completed System Impact Study within ninety (90) calendar days after the close of the Queue Cluster Window. At the request of Interconnection Customer, or at any time IPA, or a consultant approved by IPA, determines that it will not meet the required time frame for completing the System Impact Study, IPA shall notify Interconnection Customer as to the schedule status of the System Impact Study. If IPA, or a consultant approved by IPA, is unable to complete the System Impact Study within the specified time period, it shall notify Interconnection Customer and provide an estimated completion date with an explanation of the reasons why additional time is required.

The System Impact Study shall identify any system constraints and redispatch options, additional Direct Assignment Facilities or Network Upgrades required to provide the requested service. In the event that the Transmission Provider is unable to complete the required System Impact Study within such time period, it shall so notify the Eligible Customer and provide an estimated completion date along with an explanation of the reasons why additional time is required to complete the required studies. A copy of the completed System Impact Study and related work papers shall be made available to the Eligible Customer. The Transmission Provider will use the same due diligence in completing the System Impact Study for an Eligible Customer as it uses when completing studies for itself. The Transmission Provider shall notify the Eligible Customer immediately upon completion of the System Impact Study if the Transmission System will be adequate to accommodate all or part of a request for service or that no costs are likely to be incurred for new transmission facilities or upgrades. In order for a request to remain a Completed Application, within fifteen (15) days of completion of the System Impact Study the Eligible Customer must execute a Service Agreement or request service without an executed Service Agreement pursuant to Section 15.3, or the Application shall be deemed terminated and withdrawn.

Payment of the estimated System Impact Study costs may be made through internal journal entries for studies conducted by the Transmission Provider on its own behalf. The System Impact Study shall identify: (i) any system constraints, identified with specificity by transmission element or flowgate; (ii) available options for installation of automatic devices to curtail service (when requested by an Eligible Customer); (iii) service condition options if offered by the Transmission Provider; and
System Impact Study Procedures. Upon receipt of an executed System Impact Study Agreement, the Transmission Provider shall use due diligence to complete the required System Impact Study within one hundred and twenty (120) days, except for instances where the study requires more time, which shall be specified to the customer. The System Impact Study shall identify (1) all system constraints identified with specificity by transmission element, (2) when required by the Eligible Customer, redispatch options, including estimated costs of redispatch, which the Transmission Provider is aware (3) available options for installation of automatic devices to curtail service , and (4) additional Network Upgrades required to provide the requested service. For customers requesting the study of redispatch options, the System Impact Study shall: (1) identify all resources located within the Transmission Provider's Control Area that can significantly contribute toward relieving system constraints and be used for redispatch pursuant to Section 15.4;

In the event that the required System Impact Study cannot be completed within such time period, the System Operator will so notify the Eligible Customer and provide an estimated completion date along with an explanation of the reasons why additional time is required to complete the required study and an estimate of any increase in cost which will result from the delay. A copy of the completed System Impact Study and related work papers shall be made available to the Eligible Customer. The System Operator will use the same due diligence in completing the System Impact Study for an Eligible Customer that is a Non-Participant as it uses when completing studies for the Participants.
