Target Population to be Served. The Borough has identified Dailey Pond Park Field as a recreational facility with significant usage and in need of renovations. The field area was graded, new sod was laid, and a sprinkler system was installed during the summer of 2023 in the amount of $177,192.00 from the Borough's 2023 budget appropriations. This grant will secure additional funding required to complete the field improvement project including fencing, netting and security cameras.

Target Population to be Served. According to most recent Census data, of the Borough’s 16,875 residents, approximately 24% are under age 18 and 14% are age 65 years and over; further, approximately 6% of residents under age 65 have a disability and approximately 5% of residents under age 65 are without health insurance. Approximately 29% of residents are foreign born and 41% speak a language other than English at home. The Borough is a densely populated 2.3 square mile suburban community with approximately 7,412 persons per square mile. There are 6,167 households in the Borough with approximately three persons per household. The Borough of New Milford has experience with receiving and managing local, state, and federal grant funds such as those offered through NJ Department of Transportation, Bergen County Open Space, NJ Division of Highway and Traffic Safety, FEMA, and more. As this project is a top priority for the Borough, the Borough Administration will work closely with the Borough’s DPW and hired engineers to ensure the proposed project is completed efficiently.
Target Population to be Served. Together, the West Orange Recreation Department and Engineering Department will lead the efforts for the Degnan Field Project. Once completed, the West Orange Department of Public Works (DPW) will be responsible for the maintenance of the site, as part of its regular park maintenance activities within the Township. Additionally, the Zoo offers a wide variety of summer camps and educational programs during afterschool hours and summertime. The Zoo serves the recreation needs of the surrounding communities and is enjoyed by residents throughout the County. Essex County has a population of 852,720 residents and is the third largest county in New Jersey. According to the United States Census Bureau, 38% of Essex County residents are African-American, 29% are White, 24% are Hispanic, 6% are Asian, and 3% are Other. Essex County is the second most densely populated county in the state, which demonstrates the need for protecting and enhancing limited open space resources, especially those that add educational value. Nearly 1 in 4 children in Essex County live in poverty and having local access to an affordable educational experience, such as that offered by the Zoo, enhances the quality of life for tens of thousands of children and families in Essex County and the surrounding region. In addition to Essex County residents, Turtle Back Zoo serves a regional audience and attracts park visitors from surrounding counties, as well as New York City and points in eastern Pennsylvania. In fact, park records show that 80% of visitors do not live in Essex County. Many visitors travel from Passaic, Bergen, Morris, Union, and Hudson counties. Around 20% of Zoo visitors are children.
