TASK ORDER PRICING. OASIS SB provides all Federal agencies the flexibility to determine fair and reasonable pricing tailored to the ordering agency’s requirement dependent upon level of competition, risk, uncertainties, complexity, urgency, and contract type. The OCO has the authority and responsibility for the determination of cost or price reasonableness for their agency’s task order requirements. Adequate price competition at the task order level, in response to an individual requirement, establishes the most accurate, fair, and reasonable pricing for that requirement. The OCO must identify the applicable contract type for all CLINs in each OASIS SB task order.
TASK ORDER PRICING. The Task Order Pricing Table set forth in Section J - Attachment 06 represents fully burdened labor rates by labor category, inclusive of fee. The fully burdened labor rates shall be used to establish the price of individual TOs. These fully burdened hourly rates represent the maximum rates (not to exceed rates) allowable for prime and subcontractors to be utilized in the pricing of competitive or sole source TOs. The fixed burden factor for travel and incidental other direct costs (identified below) will be used throughout the life of the Contract in individual TOs. For the option years, Contractors may propose lower rates when competing on individual TOs. At any time and throughout the performance of the Contract, additional labor categories, rates, and descriptions may be added, by mutual agreement, at the TO level, if they are not in the base Contract.

ProTech-Weather provides the flexibility to determine fair and reasonable pricing tailored to the task order requirement dependent upon level of competition, risk, uncertainties, complexity, urgency, and contract type. The Ordering Contracting Officer (OCO) has the authority and responsibility to determine cost or price reasonableness for task order requirements, normally not to exceed the contracted ceiling rates. Exceptions where the OCO has the flexibility to exceed contracted ceiling rates include the following: special security clearances, sea days, hazard pay, work to be performed outside the United States, and/or other extraordinary circumstances. The labor rates contained in Attachment J-2 are ceiling rates for work taking place in locations within and outside the continental United States. They are not applicable to cost-reimbursement task orders. Competition at the task order level is expected to establish fair and reasonable pricing for task orders placed for all contract types. For those relatively rare instances when competition does not exist, these ceiling rates will be available for the OCO to consider and use. Some task orders may require services that do not correspond to the labor categories included in ProTech-Weather. Accordingly, if permitted by the task order solicitation, the contractor may propose appropriate labor categories and labor rates necessary to meet the requirements of the solicitation despite their not being included in ProTech-Weather as awarded. The OCO must establish an appropriate CLIN structure, and identify both the applicable contract type and clear delineation of work at the task level, for all CLINs in each task order.

ProTech-Satellite provides the flexibility to determine fair and reasonable pricing tailored to the task order requirement dependent upon level of competition, risk, uncertainties, complexity, urgency, and contract type. The ordering contracting officer (OCO) has the authority and responsibility to determine cost or price reasonableness for task order requirements. The OCO has flexibility to exceed these rates for requirements requiring special security clearance, sea days, hazard pay, work to be performed outside the United States, or other extraordinary circumstances. The labor rates contained in Attachment J-1 are ceiling rates. They are not applicable to cost- reimbursement task orders. Competition at the task order level is expected to establish fair and reasonable pricing for task orders placed for all contact types. For those relatively rare instances when competition does not exist, these ceiling rates will be available for the OCO to consider and use. Some task orders may require services that do not correspond to the labor categories included in ProTech-Satellite. TASK ORDER PRICING. Contractor services relating to securing additional title assurance beyond preliminary title report, as requested by Owner, will be priced on the basis of Task Order Pricing in accordance with Section 1.2 (c) above.

TASK ORDER PRICING. RF Engineering Work requested in writing by Owner that is outside the scope of the Work described in Section 3 of Exhibit B (SOW) will be priced on the basis of Task Order Pricing in accordance with Section 1.2 (c) above.
TASK ORDER PRICING. Unless otherwise directed by the Department, the Project Management Contractors shall include with each Task Order Proposal a proposed lump sum price for the work. The proposed lump sum price shall be based on the estimated level of effort required to fully complete the work multiplied by the approved fully loaded hourly rates established in the Project Management Contractor’s IDIQ contract and shall be submitted on a pricing form to be provided by the Department. As such, with each Task Order Proposal, the Offerors shall prepare a detailed level of effort chart that shows the expected time commitment for each of its proposed staff members by month throughout the expected duration of the engagement. That level of effort (expressed in hours) will be multiplied by the approved hourly rate for each such individual and converted into a firm, fixed price for the entire team. This information should be presented in a tabular format with each Task Order Proposal submitted by the Project Management Contractor. The Department reserves the right to adjust the overall level of effort or its composition as part of the Task Order negotiation process. The Department also reserves the right to award Task Orders on an hourly basis.
