Counting DBE Participation. TxDOT will count DBE participation toward overall and contract goals as provided in 49 CFR 26.55.

Counting DBE Participation. In counting the DBE participation, the Department shall apply the rules in 49 CFR §26.55 (see APPENDIX C) as a supplement herein. The firm shall count only the value of the work actually performed by the DBE toward DBE goals.
Counting DBE Participation. A. If the contractor submitting the bid and serving as prime contractor is a certified DBE, count the dollar amount of the work to be performed by the DBE toward the DBE Goal.
Counting DBE Participation. (§26.55) The TJPA will count DBE participation toward the AADPL and contract availability advisories as provided in the contract specifications for the prime contractor, subcontractor, joint venture partner with prime or subcontractor, or vendor of material or supplies.
Counting DBE Participation. 1. Each DBE is subject to a certification procedure to ensure its DBE eligibility status prior to the award of the Contract. All DBEs working on the Contract must be certified DBEs. To receive DBE credit toward meeting a contract goal in the context of the contract award process, a DBE firm must be certified before the due date for bids or offers on the Contract, as stated in 49 CFR Part 26.81(c). There may be situations after the award of the Contract, however, in which it is appropriate to count DBE credit for the use of a DBE subcontractor certified after the contract is executed. To be eligible to obtain DBE credit, a DBE subcontractor must be certified before the subcontract on which it is working is executed.

Counting DBE Participation. In accordance with 49 CFR section 26.55, the Metropolitan Council will utilize the following guidelines in determining the percentage of DBE participation that will be counted toward the overall DBE goal:
Counting DBE Participation. (26.55) The City will count DBE participation toward overall and contract goals as provided in 49 CFR 26.55. We will not count the participation of a DBE subcontractor toward a contractor’s final compliance with its DBE obligations on a contract until the amount being counted has actually been paid to the DBE. Certification (26.61 - 26.91) The City will use the services of the SCTRCA, which uses the certification standards of Subpart D of Part 26 and the certification procedures of Subpart E of Part 26 to determine the eligibility of firms to participate as DBEs in DOT-assisted contracts. To be certified as a DBE, a firm must meet all certification eligibility standards. The City will make its certification decisions based on the facts as a whole.
Counting DBE Participation. (§26.55) The Authority will count DBE participation toward overall and contract goals as provided in 49 CFR §26.55. Additionally, in projects utilizing a CM or XXXX method of delivery, the DBE participation goals shall be established by the Capital Management Committee (“CMC”), the Executive Director, or his designee for each division or portion of work. For satisfying the goals established at each division or portion of work, the participation to be counted shall include participation at the first and second tier subcontract levels.
