Existing Conditions Analysis. The CONSULTANT will conduct field observations to review existing field conditions, verify desktop data, and obtain additional data required to understand the Project area, assess Project needs, identify physical and environmental constraints, develop and analyze Project alternatives, and assess constructability issues. The CONSULTANT will collect data describing existing conditions and characteristics of the Project including roadway geometrics, typical section elements, signalization and other operational features, access features, right of way requirements, and other data applicable to modes and sub-modes of transportation, including walking/pedestrians, bicyclists, public transit users (including transit vehicles and riders), paratransit users (carpools, vanpools, taxis, shuttles, jitneys, school buses, coach buses), and freight (including loading/unloading and parking, emergency response vehicles, service vehicles, and freight handler vehicles). The CONSULTANT will analyze existing conditions to identify and verify current transportation deficiencies as they relate to the needs and objectives of this Project. The CONSULTANT will furnish necessary exhibits for use in this Project, such as a Project Location Map, Corridor Maps, and Concept Plans.
Existing Conditions Analysis. An existing conditions analysis will be conducted for Thompsons Creek Tributary 10.1. LIDAR and survey data will be imported into HEC-RAS for developing the 1D river network, 2D hydraulic model, or combination of 1D and 2D hydraulics. This includes existing culvert information. Other characteristics such as n-values, appropriate ineffective flow areas, and need for blocked obstructions will also be included. Unsteady flow data will be imported from the HEC-HMS model at appropriate flow change locations. Downstream boundary conditions will be assumed at normal depth with a pre- defined slope. The upstream and downstream limits of the existing model will be sufficient to capture any potential impacts stemming from the project.
Existing Conditions Analysis. An existing conditions analysis will be conducted for Thompsons Creek within the limit of remapping. LIDAR and survey data will be imported into HEC-RAS for developing the 1D river network. This includes bridge information. Other characteristics such as n-values, appropriate ineffective flow areas, and need for blocked obstructions will also be included. Unsteady flow data will be imported from the HEC-HMS model at appropriate flow change locations. Downstream boundary conditions will be based on the effective BFE at the tie-in location.
Existing Conditions Analysis. WSP will conduct an existing conditions analysis to frame the community vision discussions and to provide a common understanding of existing opportunities and constraints in each subarea. This understanding will facilitate meaningful discussions with stakeholders, the CAC, and the general public in subsequent tasks. The existing conditions analysis will also support the affected environment analysis in the EIS (Task 5). The existing conditions report will be a consolidated technical report for all topic areas discussed below.

REVIEW PREVIOUS PLANS AND PUBLIC INPUT Foursquare ITP will contribute findings from other recent studies we have conducted, such as Bloomington Transit Route Optimization, to the review of previous plans and public input portion of this task. Our involvement in this task will ensure the forthcoming MTP builds upon a depth and breadth of existing studies. We will work with B&N and BMCMPO to capture the most relevant previous work. DEMOGRAPHIC AND COMMUNITY TRENDS We will also lead the demographic and community trends analysis, evaluating a variety of factors including transportation performance measures (e.g., traffic volumes, transit ridership, travel flows, funding) as well as factors that influence travel demand (e.g., employment and population density, zoning, first/last-mile connectivity, technology, socioeconomic factors). We will leverage existing data sources as much as possible for this analysis and supplement as needed with additional data collected from the U.S. Census Bureau, INDOT, BMCMPO, the City of Bloomington, big data sources like Replica, and others. This trend analysis, coupled with the existing conditions assessment and resulting needs identified, will provide insight into how various trends will accentuate needs or potentially help address them. TRANSPORTATION SYSTEM ANALYSIS Foursquare ITP will support B&N in conducting a detailed review of the existing transportation system, specifically the transit element. We will document features such as routes, stations, stops, amenities, and facilities using readily available GTFS data, GIS data, desktop research, and other sources. We will also document operational and environmental characteristics to convey the context in which transit service is provided. We will document service and performance statistics such as access and ridership. We will work closely with B&N and Toole to ensure all transit elements are well integrated with the roadway, active transportation, and intermodal elements. EXISTING CONDITIONS SUMMARY We will assist B&N with presenting transportation system and demographic trend findings in a concise and user-friendly memorandum with relevant charts, maps, and infographics.
