Negotiation Team. Neither the Association nor the District shall have more than a total number of seven
Negotiation Team. 38.1 Members of each team shall be limited to not more than fourteen (14) participants. Should the Union team include University employees who would otherwise be scheduled to work on the day of the meeting such employees' work schedule for that day shall be as approved by the Labor Relations Manager and they will not be required to perform other duties.
38.2 The number of University employees who will be permitted time off from normally assigned duties to attend discussion meetings as representatives on the Union team shall be limited to not more than seven (7) at any one meeting of which not more than one (1) shall be from any one department. A department shall be defined by the departmental rosters submitted to the Union for dues checkoff purposes.
38.3 Under no circumstances will employees be considered in a work status while traveling to or from the place of meeting. Employees scheduled to attend such meetings in lieu of performing their regular duties will not be required to check in or out at their normal place of work on meeting days.
Negotiation Team. No more than six (6) designated representatives of the Board will meet with no more than six (6) representatives of the Association for purpose of negotiations. All negotiations shall take place exclusively between the designated representatives of the parties. Negotiations shall be conducted in closed session.
Negotiation Team. Neither party in any negotiations shall have any control over the selection of the bargaining representatives of the other party. The parties mutually pledge that their representatives will have the necessary power and authority to make proposals, counter proposals and to reach tentative agreement on items being negotiated.
Negotiation Team. B.1 The employer and the Association shall be represented at all negotiation sessions by a committee of negotiators, absolutely not to exceed six (6) persons on a committee. Neither party shall have any control over the selection of the members of the negotiating committee of the other party. All negotiations shall be conducted exclusively between said committees. In addition to said committees, each party shall be authorized to admit not more than one
(1) observer to each meeting. Observers shall be without the right to speak or otherwise comment to either party.
B.2 In addition to said observers, each committee shall be authorized to admit one (1) consultant to each meeting. Consultants may converse with the members of their committee. Each committee may call upon the consultant to present its case. No more than one (1) consultant may address the negotiations committees at one time. The cost of such consultants shall be borne by the party requesting them.
Negotiation Team. The Union negotiating team to be composed of not more than five (5) employees shall be permitted to attend negotiating meetings with the City representatives without loss of pay relative to securing contract renewal to the extent that such meetings are scheduled during regularly scheduled work hours of the members so attending. However, not more than two (2) employees shall be from the same work unit. The date, time, and place for negotiating sessions shall be established by mutual agreement between the parties. The Union and City may agree to conduct joint negotiations between this bargaining unit (AFSCME Local 2909) and the AFSCME Municipal Transit Employees unit (Local 2909-1), and the City. Engaging in joint negotiations does not in any way impact Local 2909’s standing as a strike-permitted unit, Local 2909-1’s rights as a strike-prohibited unit, or the City’s rights as defined in ORS 243. The Union’s joint negotiating team is to be comprised of not more than seven (7) employees, two of whom shall be Transit Services employees represented by Local 2909-1. However, no more than one (1) Transit Operator shall participate in negotiations.
Negotiation Team. Employees shall not receive compensation for participation in Union activities that extend beyond the regularly scheduled workday. The negotiating team shall consist of no more than twelve (12) bargaining unit employees. These employees shall be allowed to attend all negotiating sessions that occur during their regular working hours with pay. Such time shall be paid at straight time.

Neither party shall attempt to exert influence over the other party’s selection of representatives. All negotiations shall take place exclusively between the designated representatives of the parties. Negotiations shall be conducted in closed sessions and shall remain confidential until tentative agreement is reached and the ratification process is commenced. Press or new releases or statements will be made only jointly and by agreement of both parties.

Recognizing the importance of the collaborative effort of 22 negotiations, the Hospital will pay up to three (3) nurses, elected by their peers to 23 serve as the Negotiation Team, to participate in Negotiation sessions with the 24 Hospital for up to four (4) days of bargaining. Nurses will be eligible for 25 compensation for days that in-person negotiations are scheduled, for up to eight 26 (8) hours per day at the nurses’ base rate of pay. These hours will not be 27 counted as hours worked for overtime and accrual purposes.
