Negotiation Time. Unless otherwise agreed upon by the parties, no more than six (6) employees on the Union negotiation’s team will be granted leave without loss of salary to participate in negotiation sessions with the Employer including necessary travel time to and from bargaining sessions, including caucuses, occurring during a normal work shift. Immediate supervisors must be informed of and approve such leaves through the usual leave practices or procedures. Such leaves shall not be unreasonably denied.

Employee officers and/or stewards of the Association shall be allowed reasonable release time without loss of pay for the purposes of meetings with the Employer for collective bargaining, grievances, or disciplinary hearings, or such other le- gitimate Association activities. Nothing in this Agreement shall be construed to require employees to receive compensation from the Employer for representation activities oc- curring outside of the employee’s regularly scheduled work hours or for such time to be counted as time worked for overtime of flex-time calculation. Except as provided for in this Agreement or as provided by law, County equipment and work hours shall not be used by officers, employees or business representatives for solicitation of Association membership, collection or checking of dues, Association meetings, or other activities re- lating to the internal business of the Association.
Negotiation Time. Members of the Union negotiating team, who are City employees, will be allowed to attend negotiation sessions during regularly scheduled duty hours. The time of each City employee spent on attendance at negotiation sessions during their regularly scheduled duty hours shall be compensated by the City at his regular hourly rate, subject to the following limitations:

Members of the Union's bargaining committee, up to a maximum of five (5) employees, shall be excused from duty and shall suffer no loss of pay for time spent in collective bargaining negotiations with the City. An officer who is otherwise scheduled to report for work during the twenty-four (24) hour period in which a negotiation session is scheduled shall be allowed to attend that session and said negotiation session shall be considered his regular duty day. Members of the Union’s bargaining committee shall be allowed to flex their schedule as a provision for participation in the negotiation sessions for the Collective Bargaining Agreement, so long as it does not create overtime or violate the Department’s “minimum staffing” general order. In the event that such session is less than two (2) hours in duration, the employee will report for assigned shifts for the balance of their regularly scheduled shift.

The duly designated members of the Association’s bargaining team, if on regularly scheduled duty during a joint scheduled bargaining session shall be allowed to attend that bargaining session, subject to the critical staffing needs of the Sheriff’s Office determined by the Sheriff’s Office management or any affected Constable’s Office.

The union xxxxxxx shall be allowed up to sixteen (16) hours per contract year with pay to participate in contract negotiations when in mediation, and/or grievance meetings and grievance arbitration scheduled during the employee’s work hours. Any time in excess of sixteen (16) hours per contract year can be made up later.
