PROPOSAL PHASE. During the proposal development phase, Sub shall provide accurate and timely response to Prime requests for information required for the proposal. Proposal support shall include, as a minimum, providing inputs such as past performance data; resumes; cost data; technical capabilities and designs; management processes, practices, and procedures; and definitions. If tasked by Prime, Sub shall complete specific writing assignments relevant to its areas of expertise, and work assignment areas as described in section 3, below. If tasked by prime, Sub shall provide senior technical and management personnel to participate in key proposal reviews such as the Blue, Pink, and/or Red Team. Sub shall participate in the proposal development activity to the maximum extent possible.

PROPOSAL PHASE. 5.7.1 Contractor shall work with the Owner and CM to refine and clarify the final bid documents, determine the final divisions of work, and provide the Construction Management (CM) schedule. 5.7.2 In accordance with Texas Government Code section 2166.2532, Contractor shall publicly advertise for a minimum of 14 days and solicit competitive lump sum bids/proposals from trade contractors or subcontractors for the performance of all major elements of the Project other than the minor work that may be included in general conditions. Criteria for determining the bid/proposal that provides the best value to Owner shall be established by the Project Team and included in the request for bids/proposals. Contractor shall notify Owner in advance in writing of the date within the Work Progress Schedule that it will receive the bids/proposals. 5.7.3 Contractor shall qualify all bidders/ proposers according to the CM specifications, and specifically all restoration subcontractors. This process may begin prior to release of bid/proposal packages, but must be open through submission of bids/proposals. Prior solicitation of qualifications provides an opportunity to engage qualified bidders/proposers and review qualifications to ensure qualified subcontractors are available. 5.7.4 Schedule and conduct pre-bid conferences with interested bidders/proposers, Subcontractors, material suppliers, and equipment suppliers, and record minutes of the conferences. Coordinate with the Owner and CM so that their representatives may be present. 5.7.5 Contractor shall prepare and provide to Owner a comparison of bids/proposals in an agreed upon format. 5.7.6 Contractor and Owner shall review all trade contractor, supplier, or Subcontractor bids/proposals in a manner that does not disclose the contents of any bid/proposal to persons outside of the Project Team during the selection process. Contractor and Owner shall review pricing and qualifications and compare bids/proposals to prior estimates to confirm that the bids/proposals are reasonable. Contractor shall include Owner in pricing discussions with the selected bidders/proposers if questions remain. Based on the selection criteria included in the request for proposals, Contractor shall recommend to Owner the bid/proposal that provides the best value for the Project. PROPOSAL PHASE. During the proposal development phase, ImageWare will provide accurate and timely response to PRC requests for information required for the LVMPD proposal. Proposal support will include providing such input as, past performance data, resumes, cost data, technical capabilities and designs, management processes, practices, and procedure definitions,etc. If tasked by PRC, ImageWare will complete specific writing assignments relevant to their areas of expertise and work assignment areas. If tasked by PRC, ImageWare will provide senior technical and management personnel to participate in key proposal reviews such as the Blue Team and/or Red Team. ImageWare are expected to participate in the proposal development activity to the maximum extent possible, consistent with its work areas and assigned areas of lead responsibility.
