PROPOSAL SUBMISSION REQUIREMENTS. The objective of the Proposal Submission Requirements section is to provide Vendors with the information required to submit a response to this RFP. 1. Failure to follow any instruction within this RFP may, at the MSOS’s sole discretion, result in the disqualification of the Vendor’s proposal. 2. The MSOS has no obligation to locate or acknowledge any information in the Vendor’s proposal that is not presented under the appropriate outline according to these instructions and in the proper location. 3. The Vendor’s proposal must be received, in writing, by the Procurement and Property Officer by the date and time specified. The MSOS is not responsible for any delays in delivery or expenses for the development or delivery of proposals. Any proposal received after the proposal opening time will be returned unopened. Any proposal received with insufficient postage will be returned unopened. 4. Proposals or alterations by fax, e-mail or phone will not be accepted. 5. Original signatures are required on one copy of the Submission Cover Sheet and Configuration Summary. The Vendor’s original submission must be clearly identified as the original. 6. The MSOS reserves the right to reject any proposals, including those with exceptions, prior to and at any time during negotiations. 7. The MSOS reserves the right to waive any defect or irregularity in any proposal procedure. 8. The Vendor may intersperse their response following each RFP specification but may not otherwise alter or rekey any of the original text of this RFP. If the MSOS determines that the Vendor has altered any language in the original RFP, the State may, in its sole discretion, disqualify the Vendor from further consideration. The RFP issued by the MSOS is the official version and will supersede any conflicting RFP language submitted by the Vendor. The vendor must conform to the following standards in the preparation of the Vendor’s proposal: 8.1. The Vendor is required to submit one clearly marked original response, an electronic copy and eight (8) identical copies of the complete proposal, including all sections and exhibits, in three-ring binders. 8.2. To prevent opening by unauthorized individuals, all copies of the proposal must be sealed in the package. PROPOSAL SUBMISSION REQUIREMENTS. The Province may update the Proposal Submission Requirements from time to time, in which case the Province shall provide a written copy of the updated Proposal Submission Requirements to the Municipality, and the updated Proposal Submission Requirements shall supersede and replace the previous version.
PROPOSAL SUBMISSION REQUIREMENTS. This section contains instructions for Bidders to use in preparing their proposals. The Bidder’s proposal must follow the outline used below, including the numbering and section and sub-section headings as they appear here. Failure to use the outline specified in this section or to respond to all questions and instructions throughout this document may result in the proposal being disqualified as non-responsive or receiving a reduced score. The Sourcing Team for this RFP has sole discretion to determine whether a variance from the RFP specifications should result in either disqualification or reduction in scoring of a proposal. Rephrasing of the content provided in this RFP will, at best, be considered minimally responsive. The Sourcing Team seeks detailed yet succinct responses that demonstrate the Bidder’s experience and ability to perform the requirements specified throughout this document.
PROPOSAL SUBMISSION REQUIREMENTS. The signed Proposal/Representation & Certification (Reps & Certs), price proposal and technical proposal shall be submitted in separate volumes. Each volume, as described below, shall be appropriately tabbed and present a clear, concise offer. Both volumes shall contain precise and complete information so as to permit a detailed evaluation. The following is the preferred method for submitting your proposal. Proposals shall be submitted in two volumes. Volume I, Price Volume II, Technical Volume I shall contain pricing and associated information that supports price: no technical information in this volume. Volume II shall contain technical and associated information that supports your overall approach consistent with the factors to accomplish the work: there shall be no pricing information in this volume. The following outline is the desired format for submitting your proposal:

Offerors are reminded that elaborate corporate marketing information, formatting, special reproduction techniques, etc., are not necessary. e. Contractors are cautioned against submitting conditional proposals. f. Proposal Expenses and Pre-contract Costs: The Government will not compensate Offerors for proposal expenses or any other pre-contract costs. g. Each paragraph shall be separated by at least one blank line. Arial or Times New Roman fonts are required, 12-point minimum font size applies. Tables and illustrations may use a reduced font size no less than 10-point and may be landscape. Each side of the paper is considered one page; however, A3 of 11”x17” sized paper shall be considered two pages. h. The following volumes of material shall be submitted:

PROPOSAL SUBMISSION REQUIREMENTS. SF-33: Offerors shall complete Blocks 12 thru 18 of the Standard Form-33 (SF-33). An authorized signatory on behalf of the company is required to sign and date. Failure to complete this will cause an offeror’s proposal to be non-responsive.
