Reward Targets. The reward target will include a basket of indicators of which the use of Direct Payments for Older People and the Take-up of benefits are uppermost. As there is already a high take-up of Pension credit in Leicestershire we will focus on take-up of housing benefit, council tax benefit, and attendance allowance. Both these stretch targets are fundamental to the shift in approach we are hoping to achieve. Baseline data is more readily available and clear reporting mechanisms can be easily established. As we are doing many new things through this approach other objectives require baselines to be established in year one

Reward Targets. There are three reward target areas: • Domestic Violence • Prolific and Other Priority Offenders (PPOs) • Youth crime prevention Domestic violence continues to be a high priority issue across the partnership and it represents a significant proportion of all violent crime (25%). We wish to build on previous LPSA work, learning some of the lessons regarding the complexity of the target area. Targets are under negotiation in relation to increasing the number of reported DV incidents and reducing the percentage of DV offences committed by repeat offenders in the last 12 months. PPOs are another high priority area both locally and nationally and although a complex national performance management framework has been developed, little in the way of target setting has been included to date. Stretching performance in this area will not only have beneficial impact in respect of the PPO outcome but will also help to deliver improved outcomes in overall reduction of crime. A reward target in relation to reduction in re-offending rates by PPOs is being negotiated. Youth crime prevention - We are focussing on reducing the risk of further offending by young people who receive a police reprimand as first time offenders and who currently receive no other intervention. This target has now been incorporated into a basket of indicators as part of a vulnerable children reward target.

Reward Targets. It is proposed that performance on BVPI 82(a) and 82(b), the recycling level, should be used as a stretch target to bring the level of Leicestershire up to those of some of the best in the country. The proposed target structure includes a challenging average target for all districts, a minimum level to be reached by all districts, and a challenging target for County recycling sites.

Reward Targets. It is planned to bring forward proposal for reward targets in relation to tobacco control. The details of the targets are still under discussion. The rationale for choosing this priority is that smoking is the biggest single cause of illness and premature death in England today. It also disproportionately affects the least well off – 26% of all adults in England smoke but the figure is 31% among manual groups compared with 20% among non-manual groups. There is also evidence that a higher proportion of people from some ethnic minority communities in the county smoke.

Target arrived at from Citizens Panel benchmark and national trends. • Increase in formal Volunteering – baseline measurement for formal volunteering using data held by Leicestershire County Council from Volunteer Centres, targets set by those centres and potential stretch after pump priming. The Trust and State Street have developed mutually acceptable performance goals dated March 1, 2011 , and as may be amended from time to time, regarding the manner in which they expect to deliver and receive the services under this Agreement (hereinafter referred to as “Service Level Agreement”).
