Screening Procedure. 28.6.1 The initial screening of all collected specimens will be conducted by a designated Substance Abuse and Mental Health Services Association (SAMHSA) certified laboratory. This will generally occur within forty-eight (48) hours of receipt of the specimen.
28.6.2 Initial screening of urine specimens will be conducted using a testing methodology based primarily upon an “Enzyme Immunoassay” or other testing methodology of equivalent quality and acceptability.
28.6.3 If a confirmation test is conducted, it will be conducted by Gas Chromatography/Mass Spectrometry (GC/MS) testing or other testing methodology of equivalent quality and acceptability.
28.6.4 Upon receipt of a specimen for testing, the designated Laboratory will:
28.6.4.1 Check the container to ensure it is not damaged, and that the seal is intact. If the seal is broken or the container damaged, the lab notifies the collection facility. The result will be considered a test taken and a negative result.
28.6.4.2 Complete the appropriate “chain-of-custody” for the specimen.
28.6.4.3 Conduct the initial testing of the specimen using an "Enzyme Immunoassay" technique or other testing methodology of equivalent quality and acceptability.
28.6.4.4 If the specimen tests “negative," all urine specimens will be discarded.
28.6.4.5 If the specimen tests "positive," a confirmation test will be performed for the specific drug(s) found in the specimen during the initial test.
28.6.4.6 If the confirmation test confirms the presence of drugs, any remainder of the “A” specimen and the “B” specimen will be retained in a locked freezer for a minimum of one (1) year.
28.6.4.7 If the confirmation test is “negative” the whole test will be considered negative.

f. If the confirmation test confirms the presence of drugs, both samples will be retained in a locked freezer for a minimum of one year.
g. If the confirmation test is “negative,” the whole test will be considered negative and all urine samples will be destroyed.

The first interview will be scheduled with the Orange County Program Director of Year Round Emergency Shelter Program, Services, and Outreach as well as the Program Manager of Year Round Emergency Shelter Program and Services. If deemed eligible, the applicant will conduct an interview with the Executive Director and Operations Director of the agency.
