These are: • Primary stakeholders: the beneficiaries of a project or the ones directly affected, both positively and negatively by the project. Stakeholder Identification. The PESTEL methodology was slightly modified and applied as a tool to identify and establish a creditable framework of stakeholders. PESTEL is a strategy used to identify and analyze environmental influences that can affect business performance. The acronym stands for "Political, Economic, Social, Technological, Environmental and Legal" domains of expertise, and is used in business and strategic planning, marketing planning, organizational change, business and product development and research reports. Healthcare professionals and subject matter experts were aligned under the PESTEL methodology domains:
a. Professionals [palliative care and healthcare] (replaces political)
b. Economic/environmental [impact on business operations and healthcare management]
c. Socio-cultural [social workers, chaplain/spiritual counselors]
d. Technological [data storage, mobile app developers, informaticians {EMR integration, standards & interoperability}]
e. Ethical (replaces environmental)
f. Legal [privacy, security, HIPAA)
Stakeholder Identification. The fist element of the definition of a Stakeholder engagement strategy is the identification of the stakeholders that are relevant for the projects. To this end we have conducted a wide analysis to identify and categorize the target audience. This will be helpful for achieving a stakeholder map and then to define the best engagement strategies according to the various stakeholder typologies. XXXXXX’s target audience comprises a broad range of stakeholders, such as:
1. The wide European scientific community, who will benefit from the literature reviews and the scientific research.
2. The private sector and business community, to whom the exploitation plan is particularly addressed.
3. The end-users of the identified solutions and their organisations, both at national and European level, to whom the project awareness raising strategy is addressed and who may wish to make use of the both scientific knowledge and DOREMI solutions to perceive their own social and political aims.
4. Policy makers at local/regional/national/European and international levels, who may wish to make use of the research to inform their policy making.
5. Health-related professionals, including practitioners, health authorities, health and social service providers, social workers, carers etc., who may make use of the findings and outcomes in their everyday work.
6. The wider audience of European citizens, comprising both experts and interested stakeholders, as well as lay-people, who will hear and learn from the project, whose findings will be disseminated also in a plain and user-friendly language. Figure 1 provides a graphical evidence of the typologies of stakeholders identified above. Scientific Community Private sector The DOREMI Consortium and the project itself are the starting point of any dissemination work. They are translating into practice the dissemination and exploitation plans of the project therefore it is their responsibility to investigate their connections with each cluster of stakeholders and to complement the project’s plans in reaching out to external audience. XXXXXX recognises that communications are most effective when they relate to tangible achievements, rather than being mere presentations about the project or announcements of future plans. Such achievements will not become concrete until a later stage of the project. As a result, XXXXXX’s dissemination activities will vary in intensity and focus in accordance with the project schedule. Stakeholder Identification. In preparation for the Project Consultation Process, a field investigation was conducted to identify persons and organizations that, through its tendencies and interests, could have an influence over the development of the project. The final product would be a map of these potential actors with its interaction nets both at a local and at a national level, and those feasible in the international scene. The investigation also aimed to sense the feelings of the community, state and local authorities to a project of the characteristics, size and complexity of El Boleo. This objective was to be achieved through a review of the historical, social and economic backgrounds of the community that could lead to an acceptance of its development. The conclusions would be used to design the public consultation strategy. The work was conducted by Consultores en Relaciones Corporativas (CRC) and concluded in August of 2006.
