Budgeting and Funding. The GRC and the Transmission Provider shall reach agreement on budgeting and funding the GRC’s functions under this Appendix 13 to ensure, among other things, that the GRC has sufficient funding to discharge its responsibilities and obligations as GRC and that the terms of payment of the GRC by the Transmission Provider do not result in inappropriate incentives to favor the Transmission Provider or any Interconnection Customer over the interests of another. If a dispute arises over the budgeting or funding of the GRC, either party may refer the matter to the Commission’s Dispute Resolution Service.

Budgeting and Funding. The Company and GRC have reached an agreement on Budgeting and Funding, pursuant to the Pricing Schedule and Contract Guidelines for Expenses below, which satisfies the requirements of Section 7 of Appendix 7 of Attachment N of the OATT. If a dispute arises over the budgeting or funding of the GRC, either party may refer the matter to the FERC’s Dispute Resolution Service.
Budgeting and Funding. 7.1 The members intend to fund the cost of operation of the Task Force from grant funds and matching funds from member cities and Dakota County, from the proceeds of forfeiture actions, and from restitution. It is the members' intention that matching funds shall fund the continued cost of maintaining the replacement officers for the full-time officer assigned by some members to the Task Force. 7.2 The Board shall adopt a budget based upon grant funds, member matching funds and money made available from other sources. The Board may amend the budget from time to time. 7.3 The Board may contract with any of its members to provide budgeting and accounting services necessary or convenient for the Board. Such services shall include, but not be limited to: management of all funds, including member contributions and grant monies; forfeiture proceeds; payment for contracted services; and relevant bookkeeping and recordkeeping. No payment on any invoice for services performed by any person providing services in connection with this Agreement shall be authorized unless approved by the chair, vice-chair or secretary/treasurer. 7.4 The members agree to contribute their grant funds and required matching funds to operate the Task Force. 7.5 All funds shall be accounted for according to generally accepted accounting principles. The Secretary/Treasurer shall make a monthly financial report of all expenditures and receipts, and current fund balances to the Board. 7.6 The Board may not incur debts. 7.7 The Board's obligation to reimburse members for any expense, furnish equipment and the like is contingent upon the receipt of grant funds for that purpose. If insufficient grant funds are received, the Board may reduce the level of reimbursement and/or reduce other expenditures.
Budgeting and Funding. 7.1 By April 30 of each year the Board shall prepare and adopt a budget for the following year and may amend the same from time to time. 7.2 The members intend to fund the cost of operating the Task Force through member contributions of funds, officers and staff and by obtaining grant funds and restitution, if available. For 2018, the cities of Hastings, Farmington, Inver Grove Heights, Mendota Heights, Rosemount, South St. Xxxx and West St. Xxxx and the Dakota County Drug Task Force each shall pay $18,000 to the Task Force fiscal agent to be deposited in the Task Force account. Members may also contribute the services of a licensed peace officer(s) and staff as determined by the Board. For 2018, the cities of Apple Valley and Burnsville shall contribute the services of one full-time licensed peace officer and the city of Lakeville shall contribute the services of a license peace officer as determined by the Board. For 2018, Dakota County shall contribute the services of one full-time and one part-time (50%) licensed peace officers and two full-time staff and shall commit to housing the Task Force within a County facility. By April 1 of each subsequent year, prior to the adoption of an annual budget for the following year, the Board will determine the amount of financial contribution and contribution of services by each member so that the adopted budget will be adequately funded and organizational objectives met. Any member may object to a proposed payment as excessive relative to the adopted budget. If a member’s objection cannot be resolved, the Board may adopt a revised budget to accommodate the member’s objection or an amendment to this Agreement approved by all members shall be executed by each member’s governing body. The Board shall determine the amount of financial contribution and/or contribution of services by members and any new members. 7.3 If the Board incurs any liability for damages arising from the services performed under this Agreement, the amount of damages shall be assessed equally amongst the members. Nothing herein shall be construed as a waiver or modification of the limitations, defenses and immunities as fully described in Section 10. 7.4 The Board shall adopt a budget based upon grant funds received, member financial contributions and money made available from other sources. Budgeting and Funding i. Annually, the LMREWJPB shall adopt a budget, and at a minimum biennially approve a work plan to implement the Comprehensive Watershed Management Plan. ii. The LMREWJPB has no authority to levy taxes. iii. Local funding may be provided by establishing a “membership dues” system payable by January 31st of each year. The amount of membership dues will be based on a tiered approach established by the percentage of land each member has within the Lower Minnesota River East Watershed Planning Area subject to this agreement. The LMREWJPB will have the authority to establish annual dues for each Member. When establishing annual dues, the following limits shall apply: iv. Accountability 1.   • Monitoring and Evaluation a. The AGENCY shall expeditiously provide to the COUNTY upon request, all data needed for the purpose of monitoring, evaluating and/or auditing the program(s). This data shall include, but not be limited to, clients served, services provided, outcomes achieved, information on materials and services delivered, and any other data required, in the sole discretion of the COUNTY, that may be required to adequately monitor and evaluate the services provided under this Contract. Monitoring shall be performed in accordance with COUNTY’S established Noncompliance Standards, a copy of which is attached hereto and incorporated by reference as Attachment “C”. b. The AGENCY agrees to permit persons duly authorized by the COUNTY to interview any clients and all current and/or former employees of the AGENCY to be assured of the AGENCY’S satisfactory performance of the terms of this Contract. c. Following such evaluation, monitoring, and/or audit, the COUNTY will deliver a report of its findings and recommendations with regard to the AGENCY’S conformance with this Contract’s terms and conditions to the AGENCY and/or Board of Directors’ President, and members, whenever applicable. If deficiencies are noted, a written notice of corrective action will be issued to the AGENCY which will specify deficiencies and provide a timeline for correction of those deficiencies. Within the designated timeframe in the written notice of corrective action, the AGENCY shall submit to the COUNTY’S CCC manager (“Manager”), or their designee, a corrective action plan to rectify all deficiencies identified by the COUNTY. d. Failure by the AGENCY to correct noted deficiencies, as outlined in the written notice of corrective action, may result in the AGENCY being deemed in breach of the Contract terms. e. The AGENCY shall cooperate with the COUNTY on all reviews to ensure compliance with all applicable COUNTY guidelines and requirements for general fund recipients.
