Building Partnerships. We firmly believe that a strong partnership between the school and the home is the key component for student success. It is of utmost importance that we work together to provide a safe, structured, and supportive environment for learning to take place at school and at home.

The process of preparing these assessments allowed the project to engage with many local actors through a series of working sessions over a period of six months with the technical teams of the municipalities, the leaders of the communities (secretaries of the neighborhoods, religious leaders, and teachers) and key government agencies, such as INGC. This process helped defined CCAP’s approach for its first phase of designing interventions. Building Partnerships. Residents are interested in issues which are broader than those relating to housing, and which impact more widely than the councils housing remit. These issues might relate to the neighbourhood, health and work opportunities. Good quality, well maintained housing is essential in contributing to cohesive communities and community well being, but this is not enough, in isolation, to create a thriving community. We will work together with organisations and communities to tackle a wide range of issues and to develop partnerships that will help to target resources where they are most needed, We want to look at how we can engage different groups of residents through, for example, telephone and online surveys, internet forums, email and digital television. We live in a technological age. Over the next three years we are committed to looking at how we can use modern technology to consult with you and your local community. We know that feeding back on what has changed as a result of your involvement is key to encouraging more residents to take part and have a say. We will report and feedback on involvement in the following ways: • draft minutes will be sent to the appropriate Chair for checking within ten working days of meetings as follows: area housing forums, sheltered housing forum tenants’ council, leaseholder councils • draft minutes to be sent out to all participants with other papers at least five working days before the next meeting • information including agreed minutes and agendas will be available on the council’s and its managing agents’ websites • articles in newsletters • a yearly report on resident involvement activity and its impact on services. We all know your time is valuable and by giving up your free time you should not be ‘out of pocket’. Therefore, all reasonable care and travel costs to and from involvement activities are paid for by Lambeth and agreed ‘out of pocket’ costs are met. The expenses policy and criteria will be agreed annually with the tenants’ and leaseholders’ councils. We also recognise that a place for you to meet, whether formally or informally, is important. Residents’ meeting rooms are available in some areas and groups may use these, free of charge, to hold meetings or hold other activities which benefit the local community. Building Partnerships. The USAID/ICAP approach has paid off. Even as the political situation throughout Iraq continued to be volatile and bureaucratic hurdles mounted for foreign assistance implementing agencies, USAID/ICAP, thanks to the strong capacity of its partners in the CAGs and local councils, was able to continue its work apace—all while continuing to attract plaudits from its Iraqi partners and stakeholders. In December 2011, for example, USAID/ICAP received a letter of gratitude from Xxx Xxxxxx local government leaders, who praised the program’s team for its week-long district planning workshops. The workshops brought together a broad spectrum of representatives from local government, civil society, and national ministries for a candid discussion of citizen needs and prioritized projects and corresponding budgets based on those needs. With all 15 Baghdad districts served by these workshops, the preponderance of the capital’s citizens now benefit from more efficient, organized local government. As important, the institutions of local government—from neighborhood-level councils to District Councils, the Baghdad Provincial Council, and national ministries—are aligned around a common vision and able to carry that vision forward thanks to the relationships fostered at each planning workshop.
