Communication Rights. The Association may post notices of their activities and matters of concern on a bulletin board to be provided in each school building by the District as long as the material is not abusive or libelous to other employees or representatives of the District. The Association may communicate with its members as long as it does not interfere with the educational process or the normal operations of the District. The District will provide a specific email account restricted to YECA members only for Association use. Bulletins posted by the Association are the responsibility of the officials of the Association and shall be limited to official Association business.

If at any time, however, the United States Postal Service or court shall determine that the use of the inter-school mail system shall require the affixation of stamps, the Association shall be responsible for such and shall otherwise hold the Board harmless for the use of the mail systems.

c. The Union shall be permitted to use the District’s printing facilities with the pre-approved permission of the Superintendent of his/her designee.
d. The District shall attempt to provide accommodations for “on premises” office space on an “as needed” basis.
e. The District shall allow the use of a school’s cafeteria, auditorium, or any classroom to be used by the Union for meeting purposes provided it has been pre-approved by the Superintendent or his/her designee.

All materials posted or placed in the mail boxes relating to Association business must be signed by the appropriate representative of the teacher organization.

The District will allow the Association use of the internal mail distribution system to circulate routine information to the members as per current practice. The Association shall not use the mail system to distribute/obtain politically motivated information. The District will provide the Association with an electronic means of communicating with its members. Bulletins posted by the Association are the responsibility of the officials of the Association and shall be limited to official Association business.
Communication Rights. 1. The District may allow one primary representative from the work site designated by the RRSEU or, when unavailable, an alternate representative from the work site designated by RRSEU, a reasonable opportunity to present a statement and/or answer questions at staff meetings. The site representative and alternate identified by RRSEU shall be provided in writing to the site principal as soon as determined. These definitions of primary site representative and alternate site representative apply to Article 8 in its entirety. The primary and alternate site representatives will be identified in writing by RRSEU to the Executive Director of Human Resources no later than November 1st. If a site does not have a site representative, the Union President, or his/her designee, will be allowed, before or after the duty day, to access communication boxes and the RRSEU’s bulletin boards, as set forth in subsection 2, below.
2. The RRSEU-identified site representative or alternate shall be permitted to use accepted avenues of internal communication for communicating with members of the bargaining unit, provided communications are professional in nature. This shall include (1) communication boxes; (2) public address systems; (3) bulletin boards; and (4) e-mail. See below for specific guidelines.
a. RRSEU communications shall be made during non-duty hours and shall not include libelous, slanderous, or inflammatory materials.
b. Information regarding the Union’s support of, or opposition to, candidates for elective public office shall not be allowed in any format of communication as named above.
c. The RRSEU-identified site representative or alternate shall be permitted to use the public address system at District worksites at the beginning or end of the duty day for brief announcements, with prior notice to the principal or designee.
d. The District shall make available space at each worksite for a bulletin board for RRSEU’s use.
e. If either side raises concerns about the use of any of the above-named avenues of communication, a temporary suspension of privileges may be invoked until the Union Management Committee can be convened to address the concern.
3. The RRSEU representative at each worksite (or his/her work site designee) shall have the right to conduct RRSEU business. Such business shall be conducted during non-duty hours except as otherwise approved by the site administrator.

Additionally, the Association may use the District’s e-mail system for the conduct of its business in accordance with the Board policy on acceptable use of school computers and technology equipment, provided there is no interference with the normal operation of the school and the use does not occur during teacher work hours. If at any time, however, the United States Postal Service or court shall determine that the use of the inter-school mail system shall require the affixation of stamps, the Association shall be responsible for such and shall otherwise hold the Board harmless for the use of the mail systems.
Communication Rights. A. The parties agree that Army and Navy shall have exclusive, world-wide broadcast rights to the Game and the events leading up to the Game, including, but not limited to, media conferences, pep rallies, galas, and march-ons of every nature in television, radio, internet and video (collectively, “Broadcast Rights”).
B. The Promoters shall have no responsibility or liability for the Broadcast Rights referred to in subparagraph (a) above (including ad lib remarks of announcers) including but not limited to responsibility or liability for any violation of any rights of others by such broadcasting. Army and Navy agree to defend, indemnify and hold harmless the Promoters, their officers, representatives, agents, employees and all other entities associated with the Game from any and all claims, damages, liability, cost and expenses, including reasonable attorney fees, arising from Broadcast Rights in connection with the Game.
C. PAID represents that Lincoln Financial Field will be equipped to handle the demands of network broadcasting, including television, radio and internet access at no charge. It is PAID’s responsibility to provide broadcasters, television, radio and on-line media with the necessary elements, including but not limited to, proper lighting, electricity, parking locations, access to appropriate stadium locations, to produce a quality broadcast of the Game meeting network standards.
D. Army and Navy shall allow the Promoters to film and photograph the Game for the Promoters’ use in any promotional material related to the Promoters or Lincoln Financial Field, but not to exceed three (3) minutes in length.

Additionally, the Association may use the District's e-mail system in accordance with the Board policy as may be modified by the Board from time to time, on acceptable use of the school computers and technology equipment. A committee, composed of three (3) LTA members chosen annually by the Association, shall meet with the Administration at mutually agreed upon times to discuss school operations, potential grievances and matters covered by this Agreement.
