Construction Management Oversight. (This segment is targeted to PC Enhancement Projects) Assist with oversight of the construction management contractors of all projects. Services under this task include the following: 1) Review CM qualifications and recommend selection (if not self-performed). 2) Monitor contractors’ adherence with federal compliance requirements, including ▇▇▇▇▇ ▇▇▇▇▇ wage rate, Capital Metro’s DBE/SBE program and Buy America. 3) Advise Capital Metro on technical matters and assist in the resolution of technical issues. 4) Assist in oversight of the program safety requirements with latest Capital Metro/ OSHA requirements. 5) Assist in oversight of the quality system requirements including audits and recommendations. 6) Maintain a program-level risk register to determine programmatic trends and escalation if necessary. 7) Maintain the program-level schedule. 8) Maintain a list of pre-approved products to minimize duplicate reviews as new products enter the program and are approved by Capital Metro. 9) Maintain and manage the change control process and analysis of the construction cost and project schedule impact for baseline and change requests and assisting in developing strategies and actions. 10) Assist in development of an oversight plan for the performance of the construction management contractors. Typical aspects to consider include: 11) Review of project risk register (which identifies, quantifies and tracks mitigation of project-level risks). 12) Review of contractor quality assurance program and review compliance of contractor’s quality control program. 13) Review of construction change requests and recommendations to Capital Metro. 14) Review of technical submittals and recommendation to Capital Metro. 15) Review/approve contractors interim pay applications. 16) Review contractor(s) baseline schedule and schedule updates. The PMOR shall assist Capital Metro in completing activities to achieve operational readiness and in establishing initial revenue service. The tasks include: 1) System integration for all program contracts, Conduct start-up and system integration meetings, as well as any other related meetings. Prepare meeting agenda and meeting minutes of each meeting to establish status, progress and follow-up tasks. 2) Develop, monitor and update a schedule to enable start-up, testing and commissioning of the projects. Construction Management Oversight. 1. Duties and responsibilities within the Construction Management job category include, but are not limited to: a. Coordinate project communication between the contractor and the A-E; assure that contractors adhere to all project site safety requirements, and that proper inspections, observations and reporting in that regard are adhered to; b. Coordinate the Quality Assurance/Quality Control (QA/QC) requirements, including testing and inspection requirements, and development of the Special Inspection & Testing schedule; c. Coordinate regulatory and QA inspections with COER inspectors and outsourced QA personnel, and provide assistance as needed to inspectors; provide constructability reviews for projects' bidding and construction documents; review, analyze, and track project schedule, and monitor potential delays; d. Assist the project manager with the review of change orders for technical merit, and collaborate as needed with other project team members on the proper execution of necessary steps for concluding change orders; e. When warranted, assist with the negotiation and documentation of the final change order price, and assure that all time and materials are verified by the COER representative when the change is Time & Material-based; review and process contractors' progress payment requests via Procore, assuring that all work-in-place and billed quantities are verified for accuracy and billability; f. Assure that contractors adhere to all environmental compliance matters, in accordance with projects' contractual and technical requirements; attend projects' regularly-scheduled progress meetings; coordinate projects' submittal processes, reviews, and transmittals; g. Coordinate projects' Request for Information (RFI) processes, reviews, and transmittals; assure that As-Built and Record Drawings are properly coordinated, maintained and well-documented throughout the construction phase; h. Write project status reports on a variety of issues for COER management's information and consideration, and attend meetings as necessary to present projects' progress status and other reportable conditions; i. Coordinate projects' close-out phase, including scheduling and attendance at the punch list and final job walks, monitoring and assuring the execution of the punch list process, and securing of close-out documents including warrantees, guaranties, and Operations & Maintenance Manuals; and perform other Construction Management-related duties.
