Filling of Patrol Assignments. All Patrol shift assignments shall be posted annually between November 1 and November 15 for the following year. Members may submit their requests for shifts based on seniority during this period. No such request shall be unreasonably denied. The member with the highest seniority will have the first choice of patrol shift assignment. Seniority will be determined in accordance with the provisions of Section 15.3. This process will be followed in shift assignment. Should any opening occur during the year, one interim bidding process shall be followed to fill the opening, provided that if no member applies for the opening, the Chief retains discretion to fill the opening by assigning the least senior member. The interim process shall be initiated by the posting of the available Patrol assignment, with members being given fifteen (15) calendar days to respond in writing to the posting indicating interest in the assignment. The most senior member indicating interest shall be given the assignment. The interim bidding process shall not apply to subsequent vacancies occurring as a result of this procedure.

Filling of Patrol Assignments. All patrol shift assignments (with days off) shall be posted annually from October 1 through October 31 for assignments effective at the beginning of the first pay period after January 1. Shift assignments shall be filled on a seniority basis. Once a member has completed twelve (12) months service with the Division, the member shall be eligible to participate in the annual bidding for patrol assignments. Sergeants in patrol assignments will select assignments by seniority first. Then the non-supervisory member with the highest seniority will have the first choice of patrol shift assignment. Seniority will be determined in accordance with the provisions of Section 16.3. This process will be followed in order of oldest in seniority to youngest in seniority, until all members have selected a patrol shift assignment. Once all members have selected their assignments the bidding process will be complete and considered closed and no changes or rebids will be accepted. Should a member fail to select his or her patrol assignment in a prompt fashion, the member may be ordered to make his or her selection. Failure to comply with this order forfeits the member’s right to make a selection and allows the selection process to proceed to the next less senior member. All shift assignments selected by the members during the bidding period shall be tentative until the close of the posting period, subject to change in accordance with the following:

A member who does not make his or her shift selection within twenty-four (24) hours of notification of his or her turn to select shall forfeit their right to select by seniority. Once a member has completed his or her initial probationary period, he or she shall be eligible to participate in the annual bidding for patrol assignments. Patrol shift assignments shall be made on the basis of seniority with the member having the highest seniority being given the first choice of a patrol shift assignment. Seniority will be determined in accordance with the provisions of Sections 14.2 through 14.6 of this Agreement. Should any patrol shift assignment vacancy occur during the year and prior to October 1, there shall be one interim bidding process for that opening resulting in one (1) schedule change for one (1) officer. The vacancy shall be posted for five (5) calendar days. The most senior member responding to the posting shall be given the assignment. Subsequent vacancies occurring from the initial interim bid shall be filled, at the discretion of the Chief, by assigning the least senior member. Prior approved leave and training conflicts impacted by the interim bid shall be decided in favor of the members that did not change schedules. The patrol shift assignment for a member assigned as a K-9 Officer shall be made at the discretion of the Chief; however, such schedule shall be set annually along the same timeline as Patrol shift bids, but such work hours can be changed to include normally scheduled hours and overtime hours to accommodate Department K-9 related duty needs.

  • Shift Assignments When an opening occurs in a shift assignment in an appropriate work group at a location, preference shall be given to employees within the classification who possess the training, ability and any required special qualifications to perform the work required, on the basis of seniority. In the event that no employee desires a shift assignment, employees shall be selected in order of inverse seniority. This provision shall not apply to necessary training assignments. This provision shall not in itself alter the practice of rotating shifts where such practice presently exists. No employee who has a regular shift assignment on the effective date of the Agreement shall be involuntarily displaced from such shift assignment as a result of this Article.
