General Roles and Responsibilities. 4.1 The Role of the Trust 4.1.1 The Trust will guide the delivery of the MTI Programme. It will oversee the work-programme of the Regeneration Officer [currently seconded from the Council] for the period up to March 31st 2008, or for any alternative period as agreed by both parties. 4.1.2 To formally manage the proceedings of “the Board ” through its Project Officer and Chairman, Vice Chairman and Company Secretary 4.1.3 To approve and monitor the MTI Delivery Plan for NWDA funded projects and to compile Annual Performance Plans 4.1.4 To define policy and priority of projects within the overall programme 4.1.5 To approve the overall budget for the programme 4.1.6 To monitor and review the progress of the programme 4.1.7 To ensure publicity for and ongoing consultation on the programme 4.1.8 To ensure that any proposal for change to the programme has the necessary commitment of funding to secure it 4.1.9 To operate premises and equipment in accordance with the Council’s Health and Safety policy 4.1.10 With Delivery Agents, to prepare funding bids and supporting information for projects within the overall programme in accordance with the agreed appraisal and approval process 4.1.11 To ensure adequate provision within the programme for a top slice of funding to provide revenue for the “Accountable Body” to cover administration costs 4.1.12 To secure adequate funding through the approval of the Annual Performance Plan 4.1.13 To undertake procurement processes in accordance with The Council’s Constitution when procuring goods, services and works. 4.1.14 To provide an annual review of the programmes for the Council’s Executive or Overview and Scrutiny Committees and other reports or evaluations as required under the terms of the grant offer. 4.1.15 To nominate representatives to serve on an Approvals Panel alongside the Council’s nominees. 4.1.16 Day to day management of the Regeneration Officer will be by the Chair of the Executive Committee of the Trust or other such person nominated by the said Executive Committee. If any party becomes aware of a violation of a provision, the party agrees to take action in accordance with the JVC Northwest Partner Agency and Site Supervisor Handbook and the JVC Northwest Jesuit Volunteer Handbook. JVC Northwest reserves the right to construe and interpret any conflict or ambiguities between the JVC Northwest Partner Agency Handbook and the JVC Northwest Jesuit Volunteer Handbook. If any of the provisions are declared or determined by any governmental agency or court to be illegal, invalid, or otherwise unenforceable, the remaining portions, terms, and provisions shall nonetheless remain in full force and effect.

General Roles and Responsibilities. 5.1 It is vital that agencies who have a role in supporting the victim consistently attend the M.A.R.A.C. in order for the meeting to be effective. That said carrying out actions is equally important in relation to reducing risk and any such update should be available to the meeting process. 5.2 Multi-agency partners will be equal partners, and responsibilities are defined by their own organisation and the public interest and will be accountable to the M.A.R.A.C. meeting for ensuring that these agreed responsibilities are carried out. 5.3 Multi-agency partners will support the principles and purpose of the M.A.R.A.C. which is to promote the safeguarding of victims of domestic abuse, and their immediate family members, including any children involved. 5.4 The M.A.R.A.C. is held as required, as it is imperative that very high-risk cases are dealt with in a timely fashion that allows for earlier interventions. 5.5 Referrals will come from the Police and any other agency that completes the appropriate Risk Assessment Form. Referrals will be based on presenting circumstances and extent of abuse, or on professional judgement. Threshold decisions are taken in MASH (Multi-agency safeguarding Hub) where additional information will be overlaid to achieve a further risk evaluation. 5.6 Any information disclosed will have a legal basis identified as determined in this agreement (see paragraph 1) in order that a duty of care can be met by the partners to this agreement. It is good practice to ensure all involved are informed of the case and what activity is being undertaken in order to adhere to the principles of GDPR although this is not itself consent and it is not essential. What must be born in mind is that true consent empowers individuals, is freely given, specific, informed and unambiguous. Any consent should be granular and actively managed as an ongoing process. As a legal basis it allows individuals to make further choices in their rights such as to withdraw consent and enact the right to erasure of their data.
