LAYOFF, DISPLACEMENT, AND RECALL. Section 1. Layoff shall be defined as an employer-initiated separation of an employee from service with the Library because of lack of work, shortage of funds, curtailment of services, elimination of positions, or any other reason except for voluntary separation. Layoff does not include the discharge of an employee for cause. It is understood that the provisions of Section 12 of this Article govern displacement in lieu of layoff as it is defined herein, and do not govern displacement which results from layoff.

The employee with the least title seniority shall be the first laid off within the effected title until the total decrease in force within the job classification is established.

LAYOFF, DISPLACEMENT, AND RECALL. SECTION A PURPOSE‌ The purpose of this Article is to provide a fair and equitable basis for the reduction of personnel when this becomes necessary in a department or in the total work force. In such circumstances, the City will make every effort to assist those employees who may be subject to layoff due to lack of work or similarly compelling reason. Assistance will be made available through utilizing existing vacancies to the fullest extent possible to relocate affected employees. In addition, contacts will be made with other employers to refer those employees who are unable to be placed in other City vacancies.
LAYOFF, DISPLACEMENT, AND RECALL. 23.01 (a) (i) On any occasion where reorganization of the Employer’s operations will displace regular Employees in the bargaining unit, the Employer will endeavour to notify the Union at least twenty-eight (28) calendar days before the implementation of such change. The Employer will meet with the Union within this twenty-eight (28) calendar day period to discuss the changes how Employees may be affected, and discuss alternatives that may be considered to minimize the impact to the Employees. Should mutually acceptable alternatives be identified, the Parties may consider entering into a written agreement setting out the alternatives.

LAYOFF, DISPLACEMENT, AND RECALL. 23.01 Subject to the right of the Hospital to retain employees with the necessary qualifications, skills and ability for the safe operation of the Hospital, layoff shall be in reverse order of seniority. Seniority as of the date of notice of layoff will be applied.
