Low-Census Day. If Hospital expects a reduction in force within the shift of a unit to last for 21 continuous calendar days or less, this low-census-day provision applies. Low-census days will be in the following order: • Short Notice Shift (Code 62) (will not count for low census days for purposes of rotation) • Extra shifts (will not count for low census days for purposes of rotation) • Volunteers • Travelers/agency • Per diems • Resource/Float Pool nurses • Mandatory by a system of rotation of no more than 16 hours per pay period New graduates will not be low censused until they finish 24 weeks of employment, and experienced new hires will not be low censused until they finish their orientation period. 1. Hospital will not impose mandatory low-census on a regular nurse more than a total of 16 hours per pay period. Nurses may be required to be on standby and be called in as needed for his/her unit only. Nurses on standby will be paid standby pay in accordance with Appendix A to this Agreement. Nurses on Short Notice Shifts (Code 62) and extra shifts who are canceled, or sent home early, will have the option to be on standby.

Low-census days are to be first from among volunteers within the shift 11 of the unit affected, provided that the remaining nurses on the unit and shift are 12 qualified to perform the work to be done. If there are not sufficient volunteers, 13 nurses will be assigned low-census time by a system of rotation among the 14 nurses on the shift of the unit affected, provided that the remaining nurses on the 15 unit and shift are qualified to perform the work to be done. Except as provided in 16 Appendix B, Section E(1)(c), no Per Diem or PRN nurses will be assigned to the 17 shift on the unit affected while nurses from that unit and shift are on low-census 18 time, unless the nurses on low census are not available to perform the 19 assignment. 20 1. Except as provided in Article 5, Section K(3), Hospital will not impose 21 mandatory low-census on a nurse more than a total of 16 hours per pay 22 period. Outside nurses will be required to accept mandatory low-census days 31 before Full-time and Part-time nurses who are working on a regularly 32 scheduled shift and who are not in overtime or premium pay status. Day- 33 agency nurses will be sent home before Full-time and Part-time nurses 1 employed under the terms of this Agreement. 3 4. A nurse will be told at the beginning of the nurse’s shift whether he or she 4 will be needed for any period during such shift. A nurse who is told that 5 he or she is assigned low census for the first portion of his or her shift will 6 work the assigned portion of the shift at the nurse’s regular hourly rate of 7 pay. If the nurse is assigned to be on standby by the Hospital and is 8 subsequently called into work while on standby status, the nurse will be 9 paid according to Appendix A, Section H.2.
Low-Census Day. In the event the Employer requests an employee to take a "low census day" off because of low patient census, the Employer shall make every effort to notify those employees affected at least two (2) hours before such "low census day". The assignment of an employee to a "low census day" off shall be based upon practices heretofore prevailing. Employees requested to take a "low census day" off shall accrue all benefits for such day. The employee may request a vacation day for a low census day and will be paid for that vacation day provided that the employee has such vacation time available and is otherwise eligible to use vacation.
Low-Census Day. If the Facility determines that it must reduce the hours on any shift due to low census, employees in seniority order will be offered the opportunity to take additional time off. If no employee elects to take additional time off, hours shall be reduced first by reducing/eliminating overtime hours then by discontinuing temps and casuals, and then part-time in reverse seniority order. Any employee whose hours have been reduced will be given preference to work additional hours on other shifts up to the number of hours for which the employee was normally scheduled to work prior to the reduction.
