As noted in the Air Quality, Biological Resources, Cultural Resources, Hazard and Hazardous Materials, Hydrology and Water Quality, and Transportation sections above, the Project may result in potentially significant impacts and degradation to the quality of the environment. However, adoption and implementation of the Mitigation Measures in the IS/MND and MMRP would reduce these individual impacts to less than significant levels. Air Quality: The project will comply with all SJVAPCD Air Quality regulations. Implementing mitigation measures for Air Quality will lessen impacts to Air Quality to less than significant by implementing an approved SJVAPCD Dust Control Plan or Construction Notification form. Biological Resources: The pipeline route will run through private agricultural land. The presence of special-status plant and animal species on this site prior to ground disturbance cannot be positively determined. Based on habitat conditions surrounding the site with assumption that the site contains similar habitat characteristics, it is possible that special-status species (vernal pool branchiopods (fairy shrimp and tadpole shrimp and habitat), valley elderberry longhorn beetle, California tiger salamander, western spadefoot, giant garter snake, western pond turtle, nesting birds, tricolored blackbird, Swainson’s Hawk, Northern harrier, Bats (Pallid bats or any other CSC-listed bat species), San Xxxxxxx kit xxx, and American badgers species) may have been present prior to site disturbances. Mitigation measures for Biological Resources will be implemented to mitigate the potential to degrade the quality of the environment, reduce habitat for special-species, or cause special-species populations to drop below self-sustaining levels.

Since the project is within the urbanized area of the City, is surrounded by development, and has been previously graded, construction on this site will not degrade the quality of the environment to a point that would threaten any animal or plant species. Based on the answers to Sections V. and XVIII. (Cultural/Tribal Cultural Resources), there are no recorded cultural resources on the site. However, mitigation measures have been incorporated to protect any potential discovery of cultural resources encountered during project development. There are no historical structures located on the parcel. Therefore, the project will have no impact on the environment from degradation of the quality of the environment, substantial reduction of habitat of a fish or wildlife species, causing a fish or wildlife population to drop below self-sustaining levels, threatening to eliminate a plant or animal community, reduction in the number or restriction of the range of an endangered, rare, or threatened species or elimination of important examples of the major periods of California history or prehistory.
