Notice of all vacancies in competitive jobs shall be posted in the applicable department, agency, organizational unit or unit division for at least ten (10) workdays.

Notice of all job vacancies within the bargaining unit shall be posted on the electronic bulletin board of the University by Human Resources. This notice will remain on the bulletin board for five (5) working days and will include job title, labor grade and brief description of the job duties including qualifications and necessary skills. For informational purposes only, the University will continue to post vacancies outside the bargaining unit.
Notice of all professional vacancies shall be submitted to the Federation at the time they are finalized prior to publication. a. Whenever the College becomes aware of the availability of Options Coordinator duties, the Vice President of Academic Affairs will send out an e-mail announcement of such availability to all full time SCCC faculty. The email will notify the faculty members of the available duties and will establish a deadline by which the faculty member(s) must notify the VP of his/her interest in assuming the duties. The College maintains the sole discretion to determine if the interested faculty member(s) is qualified to assume the available coordinator duties. In the event more than one qualified faculty member applies for the coordinator duties, the College maintains sole discretion to determine which faculty member is most qualified. In the event the College determines that there is not a qualified member among the faculty applicants or in the College’s sole discretion, a non-faculty member is more qualified, the College retains the right to assign the coordinator duties to a non-faculty member(s). The College agrees that it will not use their right to assign such coordinator duties in an arbitrary and capricious manner. Nothing in this side letter of agreement shall change, or in any way modify, the terms and conditions of the 2005-2009 contract.

Effective January 26, 2021, this subarticle is amended to the following: Notice of all job vacancies shall be posted for a period of fourteen (14) days, with full-time members given first opportunity to compete and part-time members given second opportunity to compete should a full-time member not be selected, subject to the following parameters. (1) Full-time members who are in a probationary period shall not be allowed to apply for posted vacancies. (2) Part-time members who are in a probationary period shall be allowed to apply for a posted vacancy provided that they have completed a minimum of three (3) months’ probation in their current position and on the understanding that they must complete the greater of their remaining probation from their original date of hire and the trial period referred to in article 5.5. In addition, part-time members who have worked at least 2,080 hours as a Communications Operator will be permitted to have first opportunity to compete for a vacant Communications Operator position as per a full-time member under article 5.3(a). (3) The Board shall furnish the Association President and Civilian Representative with a copy of all postings. The Association has the right to waive the posting requirements. (2020)
