OBJECTIVES OF THE CONSULTANCY. The objectives of this consultancy are - to continue the harmonization of rules and regulations on navigation safety and anti- pollution between Lao PDR and Thailand; - to continue the harmonization of rules and regulations on navigation safety and anti- pollution between Cambodia and Vietnam; - to finalize the Concept Note on the establishment of the navigation data and information system (according to the comments of the MCs) - to assist the MRC member countries in the establishment of national Mekong navigation data and information system (start with the content of the websites); and - to prepare practical manual for the MRC member countries to be used as material for training on the carriage, handling and storage of dangerous goods. This will significantly facilitate international and cross-border waterborne transportation of cargo and passengers, increase the competitiveness of the MRC Member Countries’ economies and enhance safety and sustainability of navigation and port operations.
OBJECTIVES OF THE CONSULTANCY. 3.1 This Terms of Reference is for Technical Assistance (TA) from an individual consultant (Quantity Surveyor) to support the core Ministry’s Project Implementation Unit (PIU), PCU and PSU staff. The individual consultant will work part-time over an initial period of one year as required.
3.2 The overall objective of the assignment is to; i) provide overall support to the Project PIU, PCU, PSU and the project as a whole in technical aspects, procurement and contract management, social and environmental safeguards, health and safety of project related activities and monitoring and to; ii) assist MWH PIU, PSU and PCU in identifying major issues with project implementation, proposing solutions and in reporting on project progress to MWH and World Bank as required.
3.3 The individual consultant will be expected to liaise with other consultants working on different components of the project. Such consultants would be engaged by MWH, MSWR etc. Most importantly a major consulting exercise is being undertaken to prepare the Upgrading scheme for Component 3.1. This is Part 1: Community Facilitation, Planning, Preliminary and Detailed Engineering Design, Contract Packaging, Bid Documents, and; Part 2: Contract Management and Construction Supervision Services. Also, Community Liaison Officers have been appointed in each community for the upgrading component and an Individual Consultant has also been appointed in MWH to provide support. Likewise, there is a consultant looking at Solid Waste Management issues in communities within the Odaw River Basin 1 Compiled from the latest census. (including the 3 communities participating in the Upgrading exercise) in addition to a major consultancy that is preparing detailed designs for the Flood Mitigation Component under the MWH.

OBJECTIVES OF THE CONSULTANCY. The overall objective of this activity is to support Member Countries to prepare new or updated management plans for priority environmental assets of regional importance or to improve the implementation of the existing management plans. The specific objectives of this assignment are to support Member Countries with: ◻ Funding strategies and funding proposals to mobilise resources for preparing new or improving implementation of existing management plans according the the agreed Project Plan and Action Plan; ◻ The nomination of at least one priority environmental asset of regional importance to the IUCN Green List and the establishment of Green List governance arrangements. The Regional Consultant will work with an International Consultant, IUCN staff and with inputs from each MRCS division and Member Countries to meet these objectives.

To review existing wetland database systems of the LMB Countries and identify/analyse data information gaps for updating an intermittent basis with necessary inputs from the International and National Experts on Wetland Ecosystem Assessment and Management and the Technical Support Division of MRCS (TD/MRCS); To develop a user friendly LMB wetland database system1and populates it with wetlands baseline data (including national and regional significance of wetland assets, functions and ecosystem services, critical habitats and migratory pattern of species, habitat biodiversity survey as well as update especially the migration study in relation to flood pulses) for 10 important sites including all project sites under KfW supported project; To produce wetland GIS datasets, maps and information for in-house and external users and facilitate sharing of those datasets, maps and information within LMB Countries and MRCS database system; and To design and organize training course on wetland database system development and management to strengthen and improve the knowledge and capacity of the LMB Countries.
OBJECTIVES OF THE CONSULTANCY. The trainer will provide the face-to-face training to some 50 MRC Secretariat staffers in Vientiane, Lao PDR. The objective is to ensure that the trainees will be able to use efficiently various Microsoft 365 applications which are included in our subscription package in their daily communications and collaborations tasks. The course should be delivered with real-world scenarios in mind. Staff will learn how to use Outlook Online, Teams, OneDrive, SharePoint Online, and OneNote (if time permits). The course is also intended for decision-makers who want to understand the features and benefits of Microsoft 365 and how it can increase employee productivity.

To prepare a summary report on basin-wide assessment of status and trends of wetlands and ecosystems, including ecological significant areas and economic values; To refine or update wetland inventory approaches and methodologies; To prepare and develop methodologies for wetland inventory (WI) and wetland ecosystem function and ecosystem services assessment and management (WEFASAM) including wetland biodiversity indicator assessment (WBIA); To design approaches and procedures for testing and applying these methodologies, including the preparation of field data collection forms and questionnaires and supervise the conduct of the field testing and report writing with assistance from the respective riparian specialists; To provide inputs for the development of the LMB wetland database system and maps under the overall guidance of ED/MRCS; To prepare, develop and deliver training and field testing of the wetland inventory and wetland ecosystem, function, asset and services assessment and management (including WBIA) methodology; and To initiate and prepare the development of a training package and training manual related to the application of the developed methodologies and tools.
