Planning Goals. The goals of the DRECP include: • Provide for the long-term conservation and management of Covered Species within the Planning Area; • Preserve, restore, and enhance natural communities and ecosystems that support Covered Species within the Planning Area; • Build on the Competitive Renewable Energy Zones identified by RETI; • Further identify the most appropriate locations within the Planning Area for the development of utility-scale renewable energy projects, taking into account potential impacts to threatened and endangered species and sensitive natural communities; • Provide a means to implement Covered Activities in a manner that complies with the NCCPA, FESA, NEPA, CEQA, and other relevant laws; • Provide a basis for the issuance of Take Authorizations allowing the lawful Take of Covered Species incidental to Covered Activities; • Provide for issuance of Take permits for other species that are not currently listed but which may be listed in the future; • Provide a comprehensive means to coordinate and standardize mitigation and compensation requirements for Covered Activities within the Planning Area; • Provide a framework for a more efficient process by which proposed renewable energy projects within the Planning Area may obtain regulatory authorizations and which results in greater conservation values than a project-by-project, species-by-species review would have; • Provide durable and reliable regulatory assurances, as appropriate, under the NCCPA and the FESA for Covered Activities that occur within the Planning Area; and • Identify and incorporate climate change adaptation research, management objectives, and/or policies into the final plan document. The Parties recognize that, until conservation strategies are developed for the Covered Species and their habitats, and conservation partnerships are formed, the cost and feasibility of achieving these goals will not be known. During the development of the DRECP, the DRECP goals, preliminary conservation objectives, Covered Species, Covered Activities, and Planning Area may be modified to ensure that implementation of the DRECP will be practicable.
Planning Goals. The Planning Goals set forth in Appendix A are the policy guide and the foundation that have been used to develop the design guidelines for the TALUSEast Village Project that are adopted in Section 4 (Urban Village Design Guidelines) and to develop the TALUSEast Village Development Standards. As set forth in Appendix K (Elections and Modifications), both the Planning Goals and the Urban Village Design Guidelines set forth in Appendix B shall also be used in the evaluation of any future proposed modifications to the TALUSEast Village Project not presently authorized herein.

The planning goals include the following: • Allow appropriate compatible growth and development to the extent consistent with applicable laws; • Provide a basis for permits and authorizations necessary to lawfully take species listed as threatened or endangered pursuant to FESA and/or CESA; • Provide a process for issuance of take authorizations for Covered Species that are not currently listed but that may be listed in the future without imposing additional mitigation requirements not provided in the approved Plan; • Provide a comprehensive means to coordinate and standardize mitigation and compensation requirements of FESA, CEQA, NEPA, NCCPA and other applicable laws and regulations relating to biological and natural resources within the Planning Area so that public and private actions will be governed equally and consistently, thus reducing delays, expenses and regulatory duplication; • Provide a less costly, more efficient project review process which results in greater conservation values than the current project-by- project, species-by-species review and regulatory regime; and • Provide take authority for covered activities related to the need for uninterrupted water supply, flood protection and watershed activities to the extent consistent with applicable laws.

The planning goals for the OCTA NCCP/HCP include the following: • Provide for the conservation and management of Covered Species within the Planning Area; • Preserve, restore and enhance aquatic, riparian and terrestrial natural communities and ecosystems that support Covered Species within the Planning Area; • Provide a means to implement Covered Activities in a manner that complies with applicable state and federal fish and wildlife protection laws, including CESA and the ESA; • Provide a basis for permits necessary to lawfully take Covered Species; • Provide a comprehensive means to coordinate and standardize mitigation and compensation requirements for Covered Activities within the Planning Area; • Provide an accounting process that will document net environmental benefit from regional, programmatic mitigation in exchange for net benefit in the delivery of transportation improvements through streamlined and timely approvals and permitting; • Provide a less costly, more efficient project review process that results in greater conservation values than project-by-project, species-by-species review; and • Provide clear expectations and certain regulatory assurances regarding Covered Activities occurring within the Planning Area.
Planning Goals. The NCCP/HCP planning goals include the following: • Allow appropriate and compatible economic growth and development that is consistent with applicable laws; • Provide a basis for permits and authorizations necessary to lawfully take certain native species of plants and wildlife, including species that have been listed as threatened or endangered pursuant to the terms of FESA and/or CESA; • Provide for issuance of take permits for other species that are not currently listed, but which may in the future be listed; • Provide a comprehensive means to coordinate and standardize mitigation and compensation requirements of FESA, CEQA, NEPA, NCCPA and other applicable laws and regulations relating to biological and natural resources within the Planning Area so that public and private actions will be governed equally and consistently, thus reducing delays, expenses and regulatory duplication; • Compensate willing private landowners for the conservation of natural resources on their property through the purchase of land and/or conservation easements; • Provide a less costly, more efficient alternative project review process which results in greater conservation values than the current project-by-project, species-by-species review and regulatory regime; and • Provide a “tool box” approach for compliance to maintain flexibility for project proponents.

The Applicant’s specific Planning Goals include: • Contribute to recovery of upland species in the San Xxxxxxx Valley; • Provide regulatory certainty for future development and operations and maintenance activities for endangered species compliance; • Create a conservation strategy that increases the Applicant’s operational flexibility by establishing clear, consistent, and practical avoidance and minimization measures that are included in existing workflows; • Improve the effectiveness and efficiency of the Applicant’s avoidance, minimization, and mitigation measures; • Utilize a significant portion of the Applicant’s land holding in the southwest San Xxxxxxx Valley as conservation lands; and • Implement creative conservation solutions, which will improve the effectiveness of the Applicant’s conservation strategy and benefit the Covered Species.
Planning Goals. The planning goals include the following: • Provide for the conservation and management of Covered Species; • Preserve aquatic and terrestrial resources through conservation partnerships with the Local Agency; • Allow for appropriate and compatible growth and development that are consistent with applicable laws; • Provide a basis for permits necessary to lawfully take Covered Species; • Provide a comprehensive means to coordinate and standardize mitigation and compensation requirements of FESA, CESA, CEQA, NEPA, and NCCPA within the Planning Areas; • Provide a less costly, more efficient project review process which results in greater conservation values than project-by-project, species-by-species review; and • Provide clear expectations and regulatory predictability for persons carrying out Covered Activities within the Planning Areas.
Planning Goals. The District expects the Consultant to adhere to any and all state guidelines like the California Universal Meals Program, federal guidelines like the National School Lunch Program, and follow District’s policies and procedures to ensure a safe and pristine food services program. • Provide consulting services – The role of the Consultant is to be a “consultant” who, by agreement, supports the District’s food service program by providing the services herein described. The Consultant is not an District employee and therefore shall always maintain a professional demeanor with students, staff, and District administration. • Develop menus and menu production records – The District expects the Consultant to provide healthy, nutritious, appetizing, and well-presented meals to students. Additionally, the production and development of menus should be on that is: 1) consistently looking for ways to increase student participation; 2) by virtue of providing excellent meal choices eliminate, or significantly reduce food waste; and 3) to always maintain the necessary production records to support an organized District accounting system. The Consultant shall be responsible for regularly updating the menus on the District’s Food Services website. • Organize and maintain program documents (such as daily meal counts, menus, and menu production records) - The District is an organization that takes pride in the collection and retention of documents to support a well- organized accounting system structure that allows the District to adhere to all federal, state, and local regulations. The Consultant shall, at all times, be in support of the District accounting constitution. • Prepare claims for District approval and submission – The health of the District’s operating fund heavily relies on the prompt submission of monthly meal reimbursement claims to CDE. The Consultant shall, at all times, be accurate in preparing and submitting monthly claims to District’s accounting department for processing.
