Professional Development Allocation. In any fiscal year, the College shall make provision in its budget for professional development in an amount equal to 5% of the total amount of faculty salaries for the purpose of providing Members with viable short and long-term professional development programs, workshops, professional leaves and other projects deemed by the Faculty Professional Development Committee to be worthwhile. This fund shall be known as the “Professional Development Fund”. Only Continuous Members are eligible for Sabbatical leaves.
Professional Development Allocation. An annual dollar amount will be allocated for the professional development of certificated employees for each year of this Agreement. Said allocation shall be based on one day of the daily substitute cost (including payroll taxes) times the total number of certificated employees.
21.1.1 Each building’s allocation will be based on the October 1 FTE count. Itinerant employees, excluding Special Education ESAs, will be included in their home school’s allocation. This budget will be allocated to each Learning Improvement Team and Principal.
21.1.2 Special Education ESAs will have an allocation based on the October 1 FTE count. This budget will be allocated to the ESA Team leads and Executive Director of Student Services.
21.1.3 Professional development activities must be consistent with the District Mission Statement and Learning Goals. These activities may include the following: Professional Growth Plan, classes, conferences, workshops, professional materials, and in-building training. Pre-approved colleague collaboration completed outside of the workday must be submitted on a timesheet and will be paid at the Professional Rate. Clock hours for building and District professional development will be made available when possible.
21.1.4 Employees will be notified of their building/ESA allocation and how to access the funds by October 15.
21.1.5 Employees may apply for the funds to their Learning Improvement Team or ESA Team Leads, as appropriate for their position. These groups will consider applications in collaboration with the appropriate administrator, and determine use of the funds based on research-based high quality professional development. Funds must be expended within the fiscal year (September 1- August 31), and do not carry over to the subsequent year.
21.1.5.1 The District and Association will agree to a standard form that will be made available to all employees. The form will minimally include a description of research-based high quality professional development.
21.1.5.2 Once professional development has been completed, the employee will be responsible for submitting the form to the LIT team for verification of completed professional development.
21.1.6 It is the responsibility of each Learning Improvement Team and/or Program Manager to submit a report to the Mutual Interest Committee at the end of each school year. This report shall include a list of activities funded throughout the previous school year and recommendations for the upcoming year....

Teachers are encouraged to participate in a variety of professional development experiences over the course of their career.

The proportionate share of money for the bargaining unit as provided by the Ministry of Education will be turned over to the Bargaining Unit no later than December 31, 2008. It is understood that the total turned over to the bargaining unit shall not exceed the bargaining unit's proportionate share of the fund provided by the Ministry of Education. The Union agrees to indemnify and hold harmless the Board from any liability for accounting or income tax purposes. The Bargaining Unit's share of this enhancement shall be the ratio between the OSSTF, PSSP's F.T.E. to the total F.T.E. of the Board's unionized and non-unionized education support workers, as reported in the Board's 2006-07 Financial Statements.

The proportionate share of money for the CUPE bargaining unit as provided by the Ministry of Education will be used to support the professional development of CUPE bargaining unit members in 2008-2009 and/or 2009-2010. Notwithstanding the provisions of Article 29.07 of the Collective Agreement, it is agreed that the Joint Professional Development Committee will meet, within thirty (30) days, of the later of: a) ratification; or b) compliance with the PDT Agreement and memorandum 2008: B10, to review professional development issues and make recommendations for upcoming professional development opportunities for all CUPE members.

The Kawartha Pine Ridge District School Board and CUPE 5555 have jointly agreed to a philosophy which encourages professional development for all members. CUPE 5555 is recognized as an equal participant in the Joint Staff Improvement Committee. It is agreed the Joint Staff Improvement Committee will meet on this issue within thirty (30) days of ratification to review professional development issues and make recommendations for upcoming professional development opportunities for members. The proportionate share of money for CUPE Local 1483 as provided by the Ministry of Education (approximately $247,000 based on 2006-07 Financial Statements) will be used to support the professional development of CUPE Local 1483 members in 2008-2009 and/or 2009-10. The Board will share the final calculations of this allocation with the Union, which is to be based on the 2008-09 Revised Estimates. It is understood that the total amount used for professional development activities for members of CUPE Local 1483 shall not exceed the Union’s proportionate share of the fund provided by the Ministry of Education. The parties agree that an Ad Hoc Committee comprised of three (3) representatives of the Union and three (3) representatives of the Employer plus appropriate resources, will meet to discuss professional development activities for members of CUPE Local 1483, no later than sixty (60) days following the date of ratification. The Ad Hoc Committee will be responsible for reviewing and determining the professional development and training that is in support of the Board’s goals and directions for CUPE Local 1483 members for this one-time allocation, and report their decisions to the Superintendent of Human Resources.
