RESPONSIBILITIES OF NWESD. In accordance with this Contract, the NWESD shall provide all labor, materials and equipment necessary to: 1. Partner with the identified schools within District to assure program standards and benchmarks are met. 2. Employ a Student Assistance Professional (SAP) to serve the school for 190, eight-hour days. 3. Assist the SAP in: a. Providing full-school effective ATOD-free messages, activities, and program awareness, b. Providing pre-assessment and referral for substance abuse and other treatment through use of Project SUCCESS assessment tools and GAIN-SS as prescribed by the Division of Behavioral Health and Recovery DBHR, c. Providing prevention/intervention resources for the school that include staff support, classroom education and community outreach, d. Providing technical assistance on the student assistance team, e. Providing a Prevention Education Series, which consists of six to eight 30-minute sessions, f. Collecting, entering, and reporting data in a student assistance data collection system, g. Participating in training provided by NWESD 189, h. Assisting school administration in creating a safe, drug-free school environment, i. Monitoring substance abuse treatment recommendations as required by a school discipline policy, j. Creating and implementing a school substance abuse-oriented prevention club to xxxxxx a safe and healthy school environment. 4. Remain accountable to the schools and District for satisfactory services, schedule, and communication. 5. Provide a SAP with on-site and ancillary supervision and allow time for quarterly program review. 6. Coordinate all activities including: a. Provision of professional development course offerings related to substance abuse prevention and intervention, b. Assistance with needs assessment data review planning and development as part of the school improvement planning.

Employ a 1.0 FTE Attendance and Reengagement Specialist to serve the district during the 2023-24 school year who will act as a liaison between the District and students/families. 3. Assist the District with Attendance Policies and Procedures. 4. Assist the Reengagement Specialist in: a. Collecting, entering, and reporting data in a student data collection system and utilizing this data to identify attendance barriers to address disproportionality. b. Reengaging youth in school. c. Coordinating a community engagement board. d. Facilitating small groups related to attendance. e. Assist in identifying and addressing barriers to consistent school attendance. f. Participating in training provided by NWESD 189. g. Providing tiered case management with long-term engagement. h. Evaluation of needs for youth and families with referrals to community resources.

Partner with identified schools within the District to assure program standards and benchmarks are met. 2. Employ a 1.0 FTE MTSS Coordinator for services to be provided during the school year. 3. Assist the MTSS Coordinator in: a. Providing technical assistance to district teams, including readiness for implementation, action planning, alignment, and prioritizing needs. b. Providing training on MTSS to district and school teams. c. Coach and consult with school based MTSS teams to support Installation phase in Year 1. d. Partnering with NWESD staff for alignment and consistency of support using the MTSS framework. e. Collecting, entering, and reporting data in the data collection system. f. Participating in training provided by the NWESD when applicable. g. Using information to coordinate and support continuous improvement collaboration, communication, and professional learning. h. Work closely with the District Implementation Team to identify and integrate academic and behavioral health supports. 4. Remain accountable to the school(s) and District for satisfactory services, schedule, and communication. 5. Provide a MTSS Coordinator with on-site and ancillary supervision and allow time for quarterly program review. 6. Coordinate all activities including: a. Provision of professional development course offerings related to MTSS. b. Assistance with needs assessment data review planning and development as part of the school improvement planning. c. Formalizing community partnerships that support the MTSS-BH model.
RESPONSIBILITIES OF NWESD. In accordance with this Contract, the NWESD shall: 1} Provide tools, equipment, and training for District personnel for the timely delivery of preventative, diagnostic, and problem resolution support to information systems which are integral components to the data communications infrastructure (Network). 2} Provide personnel to deliver on-site or remote Network troubleshooting, repair, and other support services related to the Network. It is recognized that this may involve a team approach of NWESD and District personnel.
RESPONSIBILITIES OF NWESD. In accordance with this Contract, the NWESD shall provide all labor, materials, and equipment necessary to: 1. Coordinate the implementation of, and ongoing functioning of, a student threat assessment system (Level I and Level II services). 2. Provide training and consultation to school-based site teams, including general behavioral health consultation related to threatening student behaviors (Level I). a. School-based site teams may consist of an administrator, counselor/psychologist, school resource officer, and others who may know the student (teachers, coaches, special education case managers, intervention specialists, etc.). b. School-based site teams meet and complete Level I screening documents. The team then develops a management and supervision plan. If the team feels they need further assistance and resources, they may request Level II services. 3. Coordinate multi-agency community team responses throughout Snohomish County (Level II). a. The multi-agency community Level II team consists of the school-based site team, NWESD threat assessment coordinator, and may include community representatives from Juvenile Court, Child Protective Services, Community Mental Health, the Fire Xxxxxxxx, Tribal liaison, or other community-based and government organizations. b. The Level II team meets with the school-based site team to identify additional resources such as monitoring, supervision, placement, intervention, and referrals to build upon the supervision and management plan completed in the Level I process. c. Conduct threat assessments with the multi-agency community Level II team, as requested by the District, and prepare timely written summaries of findings and recommendations. d. Coordinate training for the multi-agency community Level II team. 4. Report on threat assessment activities to the superintendent of the District School District. 5. Maintain confidentiality of protected student information that is provided in the Level II student threat assessment process. 6. Invoice the District in accordance with Section V., below.

Employ and supervise a 1.0 FTE Mental Health Professional with appropriate training, experience, and/or certificate(s) to serve schools in the designated school district. 3. Provide mental health behavioral support for students in the designated school location. 4. Work collaboratively with student counselors, administrators, educators, and specialists to develop and implement effective behavioral health support services for students, to include participating in team planning or consultations as needed. 5. Conduct mental health assessments with referred students and if applicable, diagnose mental health conditions and create an individual service plan. 6. Provide individual and/or group therapy services to students as determined necessary and appropriate according to the individual service plan. 7. Deliver high quality therapeutic services including evidence–based behavioral health programs and interventions, such as Motivational Interviewing, Cognitive Behavioral Therapy (CBT), Trauma-Focused Cognitive Behavioral Therapy (TF-CBT), client and family centered services and community care coordination, using Multi-Tiered Systems of Support and National School Mental Health Best Practices. 8. Ensure staff are trained to engage in outreach to all students, including methods to minimize language or other communication barriers. 9. Remain accountable to school(s) and District for satisfactory services, schedule, and communication. 10. Collect data, participate in program evaluation and quality management activities as specified in accordance with all applicable laws to protect health care information. 11. Coordinate and follow up with outside resources to provide additional services as deemed appropriate by the treating Mental Health Professional.

Participating in training provided by NWESD 189. i. Partnering with the MTSS team to organize the flow of work to ensure a child who is identified as potentially in need of services will be seen for triage within 1-2 days. j. Assisting school administration in creating a safe school environment. 4. Remain accountable to the school(s) and District for satisfactory services, schedule, and communication. 5. Provide a SAP with on-site and ancillary supervision and allow time for quarterly program review. 6. Provide representation in statewide meetings. 7. Coordinate all activities including: a. Provision of professional development course offerings related to prevention and intervention. b. Assistance with needs assessment data review planning and development as part of the school improvement planning.
