SCHOOLS AND TRAINING. C4.1 It will be the responsibility of staff and supervisory personnel to attend designated courses of instruction as provided by the Corporation from time to time. The employee will receive his/her basic rate of pay during the period of the course.
C4.2 When an employee is enrolled in a course of studies outside the Corporation, he/she may be allowed to make suitable arrangements with his/her immediate supervisor to work hours in excess of his/her normal work day, in order to attend day lectures at an institute of learning for up to a maximum of 3 hours per week, plus travelling time. Should a specific course include a laboratory period in conjunction with the day lectures, then additional time off not exceeding 3 hours plus travelling time per week may be arranged. In any event, the total time off during any work day shall not exceed 3 hours plus travelling time and will only be granted for those courses not available outside normal working hours. These provisions will be subject to the work load conditions in the specific department affected.

Any employee desiring to attend must request it in writing within the time period specified. In the event the employee requests training or to attend school and his or her request is granted and the employee at the time of the request for training did request a change in work schedule, the employee’s schedule shall be changed to comply with the amount of time needed to attend the training or school. The employee shall be paid forty (40) hours of pay for each week while attending the training or school. In the event the training or school is less than five (5) days, the employee shall be paid eight (8) hours for each day. Upon returning he shall complete a normally scheduled work week.
Section 2. All new hired communication specialists and sworn officers shall not be allowed to work except under supervision of a qualified person until he or she is deemed qualified by the Division. Any field training officer who is assigned a probationary employee for training may request that the probationary employee be transferred to another officer. Final determination of grant or denial of such request shall remain the sole discretion of the Chief of Police.

C 5.3 Where employees request and receive Corporate approval to attend a conference or seminar, all or part of which is outside of normal working hours, they shall receive straight pay for normal hours of work only. There will be no additional pay for extra hours of attendance or travel. They will be reimbursed for registration, and where required, travel and accommodation costs in accordance with, Article H 1.1
C 5.4 Where employees are required, as part of their job, to attend mandatory training including conferences, seminars, or sponsored school, all or part of which is outside of normal working hours, they shall receive pay at the applicable overtime rates for travel on the first and last day of the assignment. Employees who choose to commute home daily or on weekends are not eligible for compensation or travel time for the additional commute time.
C 5.4.1 Mandatory Training is defined as:
a) training required and directed by the Corporation, or
b) necessary for employees to perform the duties of their current job, or
c) normally the result of technological, regulatory, organizational, or policy changes.

SCHOOLS AND TRAINING. The City agrees that today's lieutenants require a greater knowledge of more complex areas of the social system than at any other time in history. Therefore, the City hereby adopts a more liberal attitude in encouraging its officers to attend advanced training college courses and agrees to establish a tuition refund program for employees of the bargaining unit in an effort to encourage an upgrading of the educational level of its law enforcement personnel. The program will be based upon the following principles:

Schools and training shall be posted on the bulletin board and employees interested shall sign the posting. The department shall allow as many employees as possible to attend schools and training. In determining which employees may attend, the department shall take into consideration specialized classifications and seniority. Normal time spent in travel to and from authorized and approved schools and training seminars, as well as the hours in attendance of such, shall constitute hours of work and be compensable in accordance to the guidelines of this agreement. Reimbursement of Training Expenses: Employees who attend license or certificate training sessions in excess of four (4) weeks in duration shall be required to sign a statement prior to attending the training guaranteeing the County an additional one (1) year of service following the completion of training. Cost of the training shall include transportation, room, and board, the cost of the training session, and the equivalent of salary and benefits paid to the employee during the training. If the employee is discharged, they will not be required to reimburse the County for training. All mandatory in-house training scheduled outside the individual employee’s regular shift will result in the officer being afforded comp time in accordance with this Agreement.
