Additional Services to be Completed within the Current Fiscal Year. In addition to the Core Services listed above, the Contractor shall complete the following activities in advancing the board-adopted Economic Transformation Strategies: walkability between different areas of the district. Revitalization efforts will include public and private properties, buildings, streets, alleyways, and pedestrian areas.
1. Implement at least one annual physical improvement activities and/or installation of amenities that support the Downtown Taos Walkability Initiative such as: ● Physical improvements to alleyways and areas prioritized in Strong at Heart report that enhance walkability and/or establish the framework for a district wide network of bike paths. ● Identify priority areas ● Identify/acquire resources for improvements (1-3 grants) ● Assemble and manage a volunteer team to implement the project tasks ● Incorporate pop-up park elements/structures ● Identify and implement small scale alleyway/walkability activations
2. Implement no less than two scale physical improvements/beautification that may include: ● Plan, acquire funding for, and implement benches and trash receptacle project ● Plan, acquire funding for, and support the installation of crosswalk art and mural projects ● Coordinate with artists and/or volunteer teams for installations, project implementation ● Plan and coordinate bi-annual district cleanup activities
3. Continue to offer smaller just in time projects in partnership with businesses and funders: ● Yuletide activities ● Streetscape improvements ● Pop-up activities
4. Coordinate with the TOT to develop/implement public infrastructure or other special projects that align with MainStreet’s strategies. Identify a public infrastructure project in the District for joint application for MainStreet Capital Outlay funds.
5. Coordinate with the TOT on the development of the MRA and Downtown Master Plan.
6. Work with at least 2 property owners to explore building rehabilitation or redevelopment efforts.
7. Establish a comprehensive façade improvement program. Beginning in 2022, implement at least 1 facade improvement projects on district properties each year: ● Develop an application, review, prioritization, and selection process for property owners that wish to be considered for façade squad projects ● Identify/acquire resources for improvements ● Work with selected property owners to negotiate matching fund or in-kind supports for project implementation ● Assemble and manage a volunteer team to implement the project ...

Work with Town leadership and staff to facilitate the adoption of the plan as a policy document. COMPLETE - ADOPTED JUNE 25, 2019 Initiate activities related to development of physical improvement to establish: a) Bike/Hike/Walk Trail, b) Network Acequias Programs, c) Tree Canopy Replacement and d) Arts and Culture-related projects: Establish collaborations with organizations/associations to initiate development of concepts & plans to implement projects in our district. b. Create opportunities for the creation of local art representative of the community.
c. Facilitate accessible community gatherings centered around arts, culture, and local businesses.
d. Nurture local entrepreneurs and businesses by providing assistance from inception to expansion. Tasks to be completed in FY21:
a. Promote arts and cultural assets and creative economy activities in the district.
b. Build artists into entrepreneurs with trainings, resources, and support.
c. Create and support opportunities for local visual and performing artists to showcase, perform and demonstrate their art.

1. Submit no less than four (4) services requests to the New Mexico MainStreet program to connect technical assistance and financial resources to local business/property owners to support the economic revitalization of the district, or to strengthen organizational capacity relating to:
a. Rehabilitation of downtown properties and/or historic buildings.
b. Implementation of placemaking projects or similar design initiatives.
c. Support, develop or enhance local business practices and endeavors or recruit new businesses to the district.
d. Enhance branding, marketing, image development and events that support district revitalization.
e. Developing skills and resources for the overall revitalization of the district or sustainability of the Gallup MainStreet Program.
