The Owner’s Representative shall prepare Change Orders, shall observe the Work to determine the Dates of Substantial and Final Completion, shall review all required documents submitted by the CMR, and shall issue Certificates of Substantial Completion and Final Completion in accordance with the provisions of General Conditions Paragraphs 11.6 and 11.7.

ADMINISTRATION OF CONTRACT. COUNTY
1.1 COUNTY’s Program Manager The responsibilities of the COUNTY’s Program Manager include: ensuring that the objectives of this Contract are met; making changes in the terms and conditions of this Contract in accordance with Part II, Section 5.0, Change Notices and Amendments; and providing direction to CONTRACTOR in the areas relating to COUNTY policy, information requirements, and procedural requirements meeting with CONTRACTOR’s Program Manager on a regular basis; and inspecting any and all tasks, deliverables, goods, services, or other work provided by or on behalf of CONTRACTOR. The COUNTY’s Program Manager is not authorized to make any changes in any of the terms and conditions of this Contract and is not authorized to further obligate COUNTY in any respect whatsoever.
1.2 COUNTY’s Contract Program Monitor The COUNTY’s Program Monitor is responsible for overseeing the day-to- day administration of this Contract. The Program Monitor reports to the COUNTY’s Program Manager.
1.3 The County maintains databases that track/monitor contractor performance history. Information entered into such databases may be used for a variety of purposes, including determining whether the COUNTY will exercise a contract term extension option.
ADMINISTRATION OF CONTRACT. 5.1 In the event that any disagreement or dispute should arise between the parties hereto pertaining to the interpretation or meaning of any part of this Contract or its governing rules, regulations, laws, codes or ordinances, the City Manager, or the Executive Director of Department, as representative(s) of City, the party ultimately responsible for all matters of compliance with City of San Antonio rules and regulations, shall have the final authority to render or secure an interpretation.
