BILINGUAL ALLOWANCE. Employees who perform technical bilingual skills (reading, writing and oral translation) for the benefit of the City on a regular and ongoing basis and who successfully pass City-administered proficiency test shall receive an allowance based on the level(s) of bilingual competency listed below.
BILINGUAL ALLOWANCE. A. An employee, whose duty assignments require regular and frequent use of bilingual language skills in Spanish and English shall be designated by the APCO to receive a bilingual allowance. The APCO shall designate the employee in writing prior to the allowance being effective. The employee shall retain such bilingual designation only until a change in assignments is reported in writing by the APCO to the Human Resources Manager.
B. Additional compensation for bilingual duties is payable as an allowance and not as part of basic salary, but shall be payable at the same time as a regular compensation. When a full-time employee is assigned by the APCO to duties requiring regular and frequent use of bilingual language skills he/she shall receive an allowance of $25.38 per pay period. When a part-time employee is assigned to bilingual duties, the bilingual allowance shall be prorated and paid on the same basis that the part-time position is filled and compensated.
C. As used in Section 19.A above, the phrase "regular and frequent" means at least once each working day, or at least five times each work week. Payment for the bilingual language skill is restricted to the actual needs of the position. An employee's ability to read, write, or speak Spanish, occasional or incidental use of language skills in Spanish or the use of bilingual language skills other than for the purpose of meeting the requirements of the job shall not warrant a bilingual allowance.

When a part-time employee is assigned to bilingual duties, the bilingual allowance shall be prorated and paid on the same basis that the part-time position is filled and compensated. Employees in classifications in which the primary responsibility is to interpret/translate between English and Spanish shall not be eligible for this allowance.

BILINGUAL ALLOWANCE. (a) To qualify for payment of a bilingual allowance, an employee must apply and meet the criteria set out in the KWHB Bilingual Language Allowance policy.
(b) For the purposes of this Agreement, bilingual means a recognised proficiency in English as well as any one of the Aboriginal or Xxxxxx Xxxxxx Islander languages used in the Xxxxxxxxx Xxxx region.
(c) In recognition of the increased effectiveness and productivity of bilingual employees, an employee who is competently bilingual and who is required to use more than one language in the course of their employment may be entitled to an allowance of $0.82 per hour for an employee in their first 12 months of continuous employment, or $1.64 per hour for an employee after their first 12 months of employment.
(d) The same amount will apply to ordinary hours of work only, regardless of the category of employment. It will not apply during periods of leave or for the calculation of any loadings or penalty rates under the terms of the Agreement.
(e) The amount will be adjusted at the same time as the Aboriginal Community Controlled Health Services Award 2010 and be calculated as follows:

Employees, who are required by the Employer to use two (2) or more of the official languages of Nunavut, either orally or in writing, shall receive a bilingual allowance of one thousand five hundred dollars ($1,500.00) per year. To qualify the employee has to demonstrate proficiency in the required languages.

An employee, whose duty assignments require regular and frequent use of bilingual language skills in English and either Spanish or Hmong, or any other language including but not limited to American Sign Language, shall be designated by the department head to receive a bilingual allowance. The department head shall designate the employee in writing to the Human Resources Director prior to the allowance being effective. The employee shall retain such bilingual designation only until a change in assignments is reported in writing by the department head to the Human Resources Director. Additional compensation for bilingual duties is payable as an allowance and not as part of basic salary, but shall be payable at the same time as a regular compensation. When a full-time employee is assigned by a department head to duties requiring regular and frequent use of bilingual language skills he/she shall receive an allowance of $65 per pay period. This amount will increase to $76.35 effective Pay Period 15 of 2022, and to $95 effective Pay Period 15 of 2023. When a part-time employee is assigned regular and frequent bilingual duties, the bilingual allowance shall be prorated and paid on the same basis that the part-time position is filled and compensated. As used in this section, the phrase "regular and frequent" means on an annual average of at least once each working day or five times each work week. Payment for the bilingual language skill is restricted to the actual needs of the position. An employee's ability to read, write or speak any language in addition to English, occasional or incidental use of bilingual language skills or the use of bilingual language skills other than for the purpose of meeting the requirements of the job shall not warrant a bilingual allowance. Standardized County-wide testing process will be in place no later than July 2022. The standardized testing requirement to qualify for bilingual pay would be prospective; upon implementation, it would not apply to an employee currently receiving bilingual pay unless: • There is a valid business reason regarding that particular employee’s ability to perform bilingual duties, validated by documentation, or • An employee applies for or is given a new or different assignment. The testing requirement does not change other current MOU terms related to bilingual assignments.

B. Effective in Pay Period 15-2022 (June 27, 2022), the bilingual allowance will increase to $76.35.
C. Effective in Pay Period 15-2023 (June 26, 2023), the bilingual allowance will increase to $95.00.
D. Employees in classifications in which the primary responsibility is to interpret/translate between English and any other language shall not be eligible for this allowance.
