Confidence Building Measures. With a view to fostering a positive and supportive public atmosphere to accompany the implementation of this Agreement, to establish a solid basis of mutual trust and good faith, and in order to facilitate the anticipated cooperation and new relations between the two peoples, both Parties agree to carry out confidence building measures as detailed herewith:
1. Israel will release or turn over to the Palestinian side, Palestinian detainees and prisoners, residents of the West Bank and the Gaza Strip. The first stage of release of these prisoners and detainees will take place on the signing of this Agreement and the second stage will take place prior to the date of the elections. There will be a third stage of release of detainees and prisoners. Detainees and prisoners will be released from among categories detailed in Annex VII (Release of Palestinian Prisoners and Detainees). Those released will be free to return to their homes in the West Bank and the Gaza Strip.
2. Palestinians who have maintained contact with the Israeli authorities will not be subjected to acts of harassment, violence, retribution or prosecution. Appropriate ongoing measures will be taken, in coordination with Israel, in order to ensure their protection.
3. Palestinians from abroad whose entry into the West Bank and the Gaza Strip is approved pursuant to this Agreement, and to whom the provisions of this Article are applicable, will not be prosecuted for offenses committed prior to September 13, 1993.
Confidence Building Measures. With a view to creating a positive and supportive public atmosphere to accompany the implementation of this Agreement, and to establish a solid basis of mutual trust and good faith, both Parties agree to carry out confidence building measures as detailed herewith:
1. Upon the signing of this Agreement, Israel will release, or turn over, to the Palestinian Authority within a period of 5 weeks, about 5,000 Palestinian detainees and prisoners, residents of the West Bank and the Gaza Strip. Those released will be free to return to their homes anywhere in the West Bank or the Gaza Strip. Prisoners turned over to the Palestinian Authority shall be obliged to remain in the Gaza Strip or the Jericho Area for the remainder of their sentence.
2. After the signing of this Agreement, the two Parties shall continue to negotiate the release of additional Palestinian prisoners and detainees, building on agreed principles.
3. The implementation of the above measures will be subject to the fulfillment of the procedures determined by Israeli law for the release and transfer of detainees and prisoners.
4. With the assumption of Palestinian authority, the Palestinian side commits itself to solving the problem of those Palestinians who were in contact with the Israeli authorities. Until an agreed solution is found, the Palestinian side undertakes not to prosecute these Palestinians or to harm them in any way.
5. Palestinians from abroad whose entry into the Gaza Strip and the Jericho Area is approved pursuant to this Agreement, and to whom the provisions of this Article are applicable, will not be prosecuted for offenses committed prior to September 13, 1993.

Confidence Building Measures. End of Use of Force
1. Use of force in Kosovo shall cease immediately. In accordance with this Agreement, alleged violations of the cease-fire shall be reported to international observers and shall not be used to justify use of force in response.
2. The status of police and security forces in Kosovo, including withdrawal of forces, shall be governed by the terms of this Agreement. Paramilitary and irregular forces in Kosovo are incompatible with the terms of this Agreement.
3. The Parties recognize that all persons have the right to return to their homes. Appropriate authorities shall take all measures necessary to facilitate the safe return of persons, including issuing necessary documents. All persons shall have the right to reoccupy their real property, assert their occupancy rights in state-owned property, and recover their other property and personal possessions. The Parties shall take all measures necessary to readmit returning persons to Kosovo.
4. The Parties shall cooperate fully with all efforts by the United Nations High Commissioner for Refugees (UNHCR) and other international and non-governmental organizations concerning the repatriation and return of persons, including those organizations monitoring of the treatment of persons following their return.
Confidence Building Measures. 4.1 In addition to supporting the affiliation of the other Party’s competent authorities to relevant international organisations as set out in Articles 3.5 and 3.6 of the Agreement, the Parties agree to:
4.1.1 cooperate to improve the mutual understanding of their GMP systems in particular regarding organisation, standards and approach;
4.1.2 strengthen confidence in the other Party’s system by inter alia sharing inspection reports, performing observed inspections or specific training of experts.
4.2 Additional confidence building measures shall be defined if necessary.
4.3 Following successful conclusion of the confidence building measures and based on criteria agreed by the Parties, the Parties consider relying on:
4.3.1 the GMP inspection reports on manufacturers by the participating authority of the other Party; and
4.3.2 the relevant manufacturing authorisations granted by the participating authorities of the other Party.

5.2 Additional confidence building measures shall be defined if necessary.
5.3 Following successful conclusion of the confidence building measures and based on criteria agreed by the Parties, the Parties consider relying on testing data generated in full compliance with the GLP system of the other Party.
Confidence Building Measures. 1. Parties commit to provide legal, institutional, financial and programmatic support in building confidence and trust between communities in the respective States.
2. Parties commit to establish a joint fund to provide opportunity for academic scholars, researchers, and youth to participate in cross-border educational, cultural, arts and sports exchange.
3. Parties commit to establish joint university degree programs and offer scholarship and fellowship opportunities to enable students of one State to study in the universities of the other in the field of their interest.
4. Parties agree that in the public education institutions in the Republic of Kosovo there shall be language courses in Albanian and Serbian, including in the education institutions that operate with the Serbian education curriculum in the Republic of Kosovo.
5. Parties agree to establish the Kosovo-Serbia Business Association to enable public and private enterprises to address common concerns and reduce barriers to doing business across borders.
6. Parties agree to establish cross-border cooperation programs within the framework of existing Western Balkan programs supported by the European Union.
7. Parties agree to establish inter-municipal cooperation programs and twinning projects to enable municipalities to promote inter-municipal tourism, support local economic development, and strengthen cooperation in the area of agriculture.
Confidence Building Measures. The Confidence Building Measures shall not constitute a total or partial waiver of sovereignty over any territory (land, insular or maritime) claimed by either Party; nor shall any rights of either Party to such territory be prejudiced; nor shall any precedent be established for the strengthening or weakening of either Party's claims to any such territory. Each Party expressly reserves its rights with respect to its claims of sovereignty over any territory (land, insular or maritime). The Parties agree that neither Party will use against the other, in any forum in which this Territorial Differendum may be addressed in the future, the fact that either of the Parties has accepted, agreed to, complied with or implemented any of the Confidence Building Measures included herein. In carrying out these Confidence Building Measures both Parties shall respect the principles of International Law, as applicable to the circumstances. Neither Party shall use force, or the threat of force, to pursue their positions with respect to the Territorial Differendum. For the sole purpose of facilitating the implementation of these Confidence Building Measures, the Adjacency Line referred to in these Confidence Building Measures shall consist of a line running generally in a south-to-north direction from the reference marker at Gracias a Dios in the south to the reference marker at ▇▇▇▇▇▇▇'▇ Falls and from there to the reference marker at Aguas Turbias in the north. The territory lying within one kilometer of the Adjacency Line, in either direction (that is, to the east or to the west), shall be considered the Adjacency Zone. All existing rights and claims with respect to territory located within the Adjacency Zone are expressly reserved by the Parties. The Adjacency Zone is further described in the map dated February 6, 2001 produced by the Pan-American Institute of Geography and History. The use of this line as the Adjacency Line does not constitute an agreement by the Parties that such line represents the international boundary between Belize and Guatemala. All rights and claims with respect to this issue are expressly reserved by the Parties. Confidence Building Measures. The Parties agree to comply in good faith with the following confidence-building measures:
1. The confidence-building measures that are proposed or accepted during the Transition Process shall not constitute a total or partial waiver of sovereignty over any territory (land, insular or maritime) claimed by either Party; nor shall any rights of either Party to such territory be prejudiced; nor shall any precedent be established for the strengthening or weakening of either Party's claims to any such territory. Each party expressly reserves its rights with respect to its claims of sovereignty over any territory (land, insular or maritime).
2. The Parties agree that neither Party will use against the other, in any forum in which this territorial differendum may be addressed in the future, the fact that either of the Parties has accepted, agreed to, complied with or implemented any of the confidence-building measures included herein.
3. In the event that a judicial solution to the territorial differendum is sought by either Party, following a rejection of the Proposals by popular referenda in either country, the Parties agree that the confidence-building measures shall remain in effect for one year, and renewable thereafter for periods of one year, until a final ruling on the merits of the case is handed-down by the competent judicial body.
4. In carrying out these confidence-building measures both Parties shall respect the principles of international humanitarian law, as applicable to the circumstances.
